About this role

On behalf of Department for Culture, Media and Sport (DCMS) , we are looking for a Procurement Business Partner (Inside IR35) for a 3 month contract based Manchester or London 3 days a week in the office .

The Department for Culture, Media and Sport supported culture, arts, media, sport, tourism and civil society across England from 2023 to 2026.

The successful candidate will lead on procurements for the DCMS business areas assigned. The services that the successful candidate will be expected to procure includes but not limited to – Research and Evaluation, Consultancy and Contingent Labour, Grant Administration, Software and Hardware.

The successful candidate will be expected to advise on commercial risk management and compliance. Furthermore, the successful candidate may be asked to support on Contract Management , Memorandums of Understanding, licences to occupy and involved notes briefing notes for seniors.

As a Procurement Business Partner , your main responsibilities will be:

- Your expertise will be vital to working closely with DDaT Senior Leadership to shape their Digital requirements. You'll contribute to their pipeline and active procurements of digital goods and services, managed service arrangements, variations, MOU’s and Data Sharing Agreements.
- Lead on procurements of varying complexity, sometimes against tight timelines in line with Public Procurement Regulations. Interacting with the relevant business areas (or ALB’s) on progress and requirements;
- Support on other procurement operations concurrently when required. Provide professional procurement advice and assist the Head of Commercial Operations and Head of Procurement to provide a framework that enables the Business Areas to ensure the department meets any and all central government requirements, achieve best value and effectively manage risk for third- party goods and services;
- Provide clear and concise commercial advice to seniors and external stakeholders, when required. Take personal responsibility; challenge and hold stakeholders to account, create an environment that acts as a catalyst for continuous improvement; help us to develop innovative commercial solutions to meet Departmental objectives and increase efficiency whilst operating with a high degree of technical competence;
- Advise and undertake Contract Management activities, Assist with the implementation and embedding of supplier relationship management and Contract Management processes in the department;
- Lead on implementing and drafting Memorandums of Understanding, licenses and other agreements as required.
- Manage consistent commercial policies and procurement processes across the Department in line with Managing Public Money, supporting policy and process improvements; input to and follow the governance/assurance protocols for procurements.
- Support the Commercial Directorate as a key adviser in providing commercial assurance across the DCMS and its ALB and to the Commercial Director and represent DCMS Commercial internally and externally when called on;
- As a member of the Commercial Function, be involved in Commercial Team activities, including improvement activities;
- You will actively promote DCMS Values, plan and oversee the professional development and training of any staff that you may have responsibility for in the core Commercial team. Set expectations, developing the capability of all those you activity manage , valuing difference to deliver results, inspiring people and creating a shared sense of purpose across the Department.

- Procurement Process - Demonstrable public procurement experience (applying public procurement legislation) leading on multiple procurement strands that has helped deliver great value for money outcomes and great customer outcomes.

Please be aware that this role can only be worked within the UK and not Overseas.
