About us

HM Courts & Tribunals Service (HMCTS) is responsible for the administration of criminal, civil and family courts and tribunals in England and Wales. Our roles support our service users and colleagues within HMCTS, where people and businesses access potentially life-changing justice. About your role

You will lead the strategic and operational delivery of estates related change across the South West regional portfolio covering 26 buildings, including listed properties and leased sites. Working closely with central project teams, change leads and regional operational and legal leads, you will prepare the business for change impacts and ensure changes are managed and implemented safely.

You will be responsible for leading the planning and delivery of change activity, using the standard toolkit and frameworks providing a bridge between project and operational users to ensure that activities are planned, supported, and delivered to enable the business to implement the agreed change and realise the business benefits.

Acting as a champion for change, you will matrix manage change specialists, to support change implementation. Building change capability across the wider change community using continuous improvement tools and techniques, alignment to the Government Online Skills Tool (GOST) and role modelling the use of appropriate standard change tools and templates to support the standardisation and consistent implementation and embedding of change and the professionalisation of business change as a service.

You will be reporting directly to the G7 Regional Head of Business Change.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Key Responsibilities

· Ensure regional estates projects, infrastructure improvements, and property-related changes are planned and delivered with a clear understanding of current and future business requirements to minimise operational impacts and disruption to court users, judiciary, and staff.

· Provide oversight of estate risks, capacity challenges, and future accommodation needs for the Regional Delivery Board, Operations Managers, Facilities Management Teams, and Regional Performance Manager.

· Provide project management support for Operations Managers with capital works projects across the region.

· Support the delivery of continuity arrangements to ensure business resilience during incidents of building failures and the impact of extreme weather events to ensure our estate remains safe, accessible, and fit for purpose.

· A leading member of the South West Property Board supporting the implementation of the Estates Strategy and overview of the capital works programme

· Maintain a knowledge bank of the South West sites to enable accurate monitoring of any issues and weaknesses with facilities to minimise any impact on operational performance

· Support implementation of any significant estates process changes impacting on operational and legal teams, and where necessary provide support to local Building Champions

· Maintains strong communication and collaboration between legal teams, operational teams and Judiciary on estates related matters

· Support for the implementation of judicial security and safety improvements

· Oversight of estates related changes requiring an Equality Impact Assessment to ensure these are conducted at a local level and records retained .

Further details

Standard full time working hours are 37 hours per week. This is a business-critical role requiring full time hours Monday to Friday.

Occasional travel to other HMCTS sites

For this post, travel across the Southwest region will be required to support implementation activities and occasional travel across HMCTS Regions may be required. Where required, travel expenses will be paid in accordance with organisational policies.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map . All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours
