KBR is seeking an experienced PMO Manager to lead the Program Management Office and maintain the program's governance systems, reporting processes, performance monitoring tools, and management procedures.  The PMO Manager will serve as the administrative and performance management backbone of the PMC organization.

Functional job responsibilities will include but are not limited to:

- Develop, implement, and maintain the Project Management Office framework, including governance processes, procedures, standards, templates, and reporting requirements to support effective project execution.
- Provide governance for state gates, executive reviews, decision management, action tracking, and Governance audits.
- Provide oversight for meeting management, document control, and organizational reporting.
- Coordinate and govern project controls processes and reporting activities performed by the Project Controls organization, ensuring consistency, integration, and compliance with project governance requirements.
- Establish and oversee project governance processes, including stage-gate reviews, management reviews, decision-making forums, and compliance with project execution plans.
- Manage the preparation and delivery of executive dashboards, performance reports, KPIs, and project status presentations for senior leadership, client stakeholders, and steering committees.
- Serve as the authority for project governance compliance, action management, reporting standards, organizational procedures, and management system implementation
- Establish and maintain project-wide decision management, issue management, and escalation tracking processes.
- Integrate project performance information from all workstreams into consolidated executive reporting and governance packages.
- Coordinate integrated planning activities across engineering, procurement, construction, commissioning, validation, and operational readiness teams to ensure consistent project objectives and execution strategies.
- Oversee project risk and opportunity management processes, ensuring risks are identified, assessed, mitigated, and communicated effectively throughout the project lifecycle.
- Lead change management and project controls governance activities, including management of scope changes, budget revisions, schedule impacts, and approval workflows.
- Ensure compliance with pharmaceutical industry regulations, GMP requirements, quality management systems, company procedures, and contractual obligations applicable to project delivery.
- Manage and mentor PMO personnel, project controls specialists, planners, cost engineers, and reporting teams, driving continuous improvement initiatives and the adoption of project management best practices.

Required Education, Experience, & Skills:

- Bachelor's degree in Engineering, Construction Management, Business, Project Management, or related discipline.
- Minimum 10 years of project management experience.
- Minimum 5 years of project/program experience supporting pharmaceutical, biotechnology, vaccine, sterile manufacturing, API, or advanced therapy facilities.
- Experience on capital project exceeding $500MM TIC.
- Experience successfully supporting large multidisciplinary teams and contractors.
- Strong knowledge of communications, governance, project controls, design management, and project delivery processes.

Preferred Education, Experience, & Skills:

- Experience supporting pharmaceutical, biotechnology, or other GMP-regulated facilities.
- Prior experience in an Owner’s Representative or PMC role for major capital projects in excess of $500MM TIC.
- PE, PMP, and/or ISPE certification.
- PMC/Owner Representative experience, successful FDA inspection support, and/or  greenfield pharmaceutical project experience.
