Technical Project Leader- Senior BI / Power BI Builder

Leidos Digital is seeking a Technical Project Leader – Senior BI / Power BI Builder to support U.S. Coast Guard digital transformation, automation, and decision-support initiatives. The role combines technical project leadership, Power BI development, data analysis, stakeholder engagement, and Power Platform integration to deliver dashboards and analytical products that improve mission visibility, performance tracking, and executive decision-making.

The individual will work with Coast Guard leadership, program managers, business analysts, data engineers, enterprise architects, cybersecurity teams, and technical stakeholders to translate operational requirements into scalable BI solutions.

Primary Responsibilities

- Lead planning, execution, and delivery of BI and Power BI initiatives from requirements through deployment and sustainment.
- Design, build, test, deploy, and maintain Power BI dashboards, KPI scorecards, executive reports, and operational performance views.
- Integrate Power BI with PowerApps, SharePoint, Excel, SQL, APIs, and Microsoft 365 data sources.
- Analyze program and operational data using Power BI, Excel, Python, and SQL to identify trends, risks, root causes, and opportunities for improvement.
- Facilitate stakeholder workshops to define reporting requirements, KPIs, business rules, user stories, and acceptance criteria.
- Develop project plans, schedules, milestone tracking, risk registers, technical roadmaps, and status briefings.
- Manage BI backlogs, dependencies, risks, technical issues, testing, demonstrations, and user feedback.
- Support data quality, validation, reconciliation, requirements traceability, and authoritative data-source identification.
- Coordinate with cloud, cybersecurity, and data teams to ensure BI solutions comply with DHS/USCG security, privacy, and governance requirements.
- Support Agile planning, sprint reviews, technical demonstrations, and executive briefings.
- Develop reusable dashboard standards, templates, and reporting best practices.

Required Qualifications

- Bachelor’s degree in Information Technology, Computer Science, Data Analytics, Business Intelligence, Engineering, or related field.
- 10+ years of relevant IT, analytics, systems engineering, or technical project leadership experience.
- Demonstrated experience leading cross-functional technical projects.
- Hands-on experience with: Power BI
- PowerApps
- SharePoint
- Excel
- SQL
- Python
- Microsoft 365

- Experience developing executive dashboards, KPIs, analytical products, and decision-support reporting.
- Experience with requirements analysis, process mapping, data validation, root cause analysis, and technical documentation.
- Familiarity with Agile/Scrum and tools such as Jira and Confluence.
- Strong written and verbal communication skills.
- U.S. Citizenship required.
- Ability to obtain and maintain a DHS Public Trust.

Preferred Qualifications

- Experience supporting USCG, DHS, DoD, or other Federal agencies.
- Familiarity with Power BI governance, workspace administration, data refresh, and role-based security.
- Experience with Zero Trust, NIST 800-53, FedRAMP, FISMA, RMF, or ATO/cATO.
- Experience using Microsoft Copilot or other Generative AI tools for analysis, reporting, or automation.
- PMP and/or Microsoft Power BI / Power Platform certification preferred.

## Pay Range:
Pay Range $107,900.00 - $195,050.00
