Job Description
As a Health, Safety and Environment (HSE) Sr. Analyst specializing in Design Review, you will operate at a senior professional level to play a dual-focus role. First, you will assist in the management of regional HSE programs and standardized procedures across a large market area or assigned client accounts to safeguard personnel, client assets, and surrounding communities. Second, and as your core technical specialization, you will act as a dedicated Safety in Design Reviewer, embedding proactive hazard mitigation into the earliest phases of facility, system, and equipment development.
Rather than relying on retroactive safety adjustments after physical execution, this strategic role mandates the application of Safety in Design (Safety in Design) principles and the Hierarchy of Controls to identify, evaluate, and 'design out' potential hazards during early design cycles. By collaborating closely with multidisciplinary teams—including architects, structural/mechanical engineers, project managers, construction leads, and operational end-users—you will ensure that all constructed spaces and installations are error-proof, fully compliant with safety codes, and optimized to minimize the risk of human failure throughout their entire operational lifecycle (from concept through daily use, maintenance, and ultimate decommissioning).
This critical safety oversight position is based out of designated global hubs and requires approximately 20% to 25% domestic and international travel to support physical site commissioning, final operational handover, and stakeholders' safety verification processes.
What You'll Do
- Proactive Safety in Design Review: Read, interpret, and perform meticulous safety reviews of architectural drawing sets, technical design specifications, engineering drawings, floor layouts, elevations, and Life Safety Plans across all project phases (Concept & Schematic, Design Development, and Construction Documents).
- Lifecycle Hazard Mitigation: Apply Safety in Design (Safety in Design) principles and the Hierarchy of Controls to eliminate or substitute hazards at the design stage, prioritizing physical engineering solutions over administrative controls and personal protective equipment (PPE). Evaluate designs to ensure safety across all lifecycle phases: construction, installation, commissioning, operation, maintenance, and eventual demolition.
- Hazard Identification & Workshops: Lead or actively participate in systematic, multidisciplinary hazard identification exercises. Facilitate collaborative sessions with architects, engineers, construction managers, maintenance technicians, and operational end-users to ensure designed systems are highly practical and error-proof.
- Regulatory & Code Verification: Verify that all facility and equipment designs strictly adhere to applicable local, regional, national, and international standards, codes, and legislation, including but not limited to OSHA, NFPA, IBC, and ADA regulations.
- Operational Program Administration: Ability to manage regional HSE programs, initiatives, plans, playbooks, and standardized procedures to satisfy regulatory requirements and meet the evolving safety needs of CBRE client accounts across the market area.
- Performance Monitoring & Analytics: Oversee Safety in Design performance monitoring, capturing project lessons to refine client design guides and safety standards for continuous improvement. Track and analyze injury, illness, and incident data to provide leadership and regional management with actionable guidance on compliance, trends, and improvement strategies.
- Operational Leadership & Coordination: Establish work schedules and assign specific safety-related tasks to team members. Coordinate work efforts and impact the quality of both individual output and the wider team's performance, ensuring objectives are met within standardized procedures and established timelines.
- Multi-disciplinary Knowledge Synthesis: Synthesize complex technical data and safety insights spanning multiple professional disciplines—such as mechanical/electrical engineering, occupational hygiene, and materials chemistry—to engineer cohesive, inherently safer facility solutions.
- Risk Transfer & Safety Handover: Provide robust safety oversight during commissioning and handover processes. Ensure that critical risk control information developed during the design phase is successfully documented and transferred to operational end-users and facility maintenance teams.
- RISE Values & Communication: Lead by example and consistently model professional behaviors aligned with CBRE RISE Values (Respect, Integrity, Service, Excellence). Translate complex technical HSE details and risk parameters into clear, straightforward communication for non-technical stakeholders and client teams in routine and challenging situations.
Qualifications
What You'll Need
- Education & Experience: A Bachelor's Degree in Occupational Health & Safety, Engineering, Construction Management, Science, or a related technical discipline is preferred. An equivalent blend of formal education and professional experience will be considered. Candidates must demonstrate 2-5 years of relevant experience. In lieu of a degree, a combination of experience and education will be considered.
- Technical Drawing Literacy: Demonstrate ability to read, interpret, and perform safety-focused reviews of complex multi-disciplinary architectural drawing sets, structural/mechanical elevations, design instructions, scope of works documents, and technical construction specifications.
- Hazard Assessment Expertise: Technical knowledge and hands-on experience in hazard identification, risk assessment, and control methodologies. Strong familiarity with the engineering design lifecycle and the phases of construction/operational infrastructure.
- Regulatory & Compliance Standards: A comprehensive, working understanding of OSHA regulations, national/international safety legislation, and building/life safety technical design codes (such as NFPA, IBC, ADA).
- Analytical & Problem Solving Skills: Strong ability to analyze complex technical proposals, identify potential safety/operational gaps, and apply technical experience, historical precedents, and professional judgment to engineer compliant, practical, and highly effective solutions.
- Data Synthesis & Human Dimensions: Skill in sourcing, analyzing, and applying empirical data regarding human dimensions, physical capacities, and behaviors (ergonomics) to design error-tolerant interfaces and processes. Ability to synthesize complex technical findings across occupational hygiene and engineering boundaries.
- Advanced Mathematical Skills: Proficiency in calculating complex figures, including percentages, fractions, statistical incident rates, and other mathematical, algebraic, or financial calculations relevant to EHS performance tracking and project budgeting.
- Software & Tools Literacy: In-depth technical knowledge and day-to-day proficiency with the Microsoft Office suite (including advanced Word formatting, Excel data analysis/pivot tables, PowerPoint presentations, and Outlook).
- Organizational & Communication Strengths: Excellent organizational skills matched with an inquisitive, detail-oriented mindset. Strong communication and interpersonal skills, with the proven ability to present complex, highly technical safety concepts in a simple, straightforward, and persuasive manner to diverse stakeholder groups.
- Travel & Mobility: Ability to travel 20% to 25% for physical site commissioning and handover processes, collaborating with project stakeholders for the final safety acceptance of the facilities.
- Preferred Certificates & Professional Licenses: Holding an IOSH Approved certification is highly preferred. Professional certifications such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), Construction Health and Safety Technician (CHST), Certified Industrial Hygienist (CIH), Certified Hazardous Material Manager (CHMM), or regional equivalents are strongly preferred. Supplemental professional certificates in Engineering, Project Management (PMP), Fire Safety, or Emergency Planning will be highly welcomed and positively viewed.
