Financial Management Support Senior

MTSI is seeking a Senior Financial Analyst at Wright-Patterson AFB, Ohio. The successful candidate will provide cost and budget support for new and ongoing projects. The successful candidate must have a mastery and experience in the Planning, Programming, Budgeting, and Execution (PPBE) of funds. The successful candidate shall be familiar with and utilize Wide Area Workflow (WAWF), electronic document access, Shared Data Warehouse (SDW), General Accounting and Finance System (GAFS), and Reporting Tool (SMART), Commanders’ Resource Integration System (CRIS), Defense Travel System (DTS), Comprehensive Cost and Requirements System (CCaRS) which are tools required to support budgeting and execution. The contractor shall perform the following tasks:   Responsibilities: ·      Provide financial and budget development support to assist financial management personnel in developing financial baselines and budgetary documentation and performing obligations and expenditure forecasting.  ·      Provide reconciliation of accounting data, developing accounting status reports; prepare program reviews; and disposition of unliquidated obligations (ULOs) and negative ULOs.  ·      Assist in contract reconciliation and contract closeout. ·      Provide Program Management Administration (PMA) analysis; PMA funds including full range of budgeting and execution tasks.  ·      Consult with management concerning financial operations and provide suggestions for improvement.  ·      Provide program information, conduct analyses, prepare and present program briefings, accomplish staff coordination, document program decisions, effectively communicate with all levels of organizational management, and participate in other various Integrated Product Team (IPT) actions as required.  ·      Assist in determining overall program progress by performing a wide range of program management and integration activities. Such activities include, but are not limited to, assistance in planning and developing acquisition strategies; forecasts, obligation and expenditure reviews, and program management baselines; preparing pre-award and post-award documents; planning, tracking, and scheduling program milestones; establishing and maintaining databases; developing and analyzing key program metrics; and assessing program risks and developing mitigating plans and strategies. ·      Perform Earned Value Management (EVM) Analysis and Schedule Analysis Support as required. Provide analysis on cost, schedule, resource, and supportability effectiveness as related program efforts. In these analyses, the contractor shall address, as necessary, the assessment of both contractor and government integration efforts and their risks and cost and schedule impacts. ·      Perform Cost Analysis and Cost Estimating Support as required. Analysis and Support may include cost estimates, business case analyses (BCA), cost benefit analyses (CBA), economic analyses (EA), cost estimates for Program Objective Memoranda (POM), what-ifs, and other estimates as required. Participate on cost estimating teams. Assist team members in developing program definitions needed for cost estimates, including program acquisition strategies, Work Breakdown Structure (WBS), ground rules, assumptions, and constraints. Use appropriate cost estimating methodologies to accomplish cost estimates, including parametric cost models, Cost Estimating Relationships (CERs), cost estimating factors, analogies with complexity factors. Develop CERs and factors. Document and brief cost estimates. Research costs to support cost estimates and cost databases/models. Analyze contracts; cost proposals and ensure reasonableness checks are completed.   Qualifications: -Possess a minimum of ten (10) years of relevant work experience with the DoD, other government agency, or DoD contractor -Have no less than three (3) years of experience in an SAP environment within the last eight (8) years. -Possess a MS/MA or higher in business administration, management, accounting, finance, or economics or an MBA. -Experience and degree requirements must be in a field relevant to the functional area   Clearance Requirements: -Must possess an active DoD Top Secret (TS) security clearance with SCI eligibility -U.S. Citizenship
