Program Risk Manager
Modern Technology Solutions, Inc. (MTSI) is searching for a Senior Risk Manager in support of United States Space Force (USSF) Space Systems Command (SSC) and Combat Forces Command (CFC) Defensive Cyber Operations.
The Senior Risk Manager will support the contract program and the government DCO-S program office by facilitating the 6 STS squadron’s risk management process. The Risk Manager will lead squadron members through the lifecycle management of risks, issues, and opportunities.  The Senior Risk Manager will be responsible for all administrative requirements associated with risk documentation and records managements. This position requires  an in-depth understanding of DoD/USSF program risk management processes, Software Acquisition Pathway practices, and government-sector information systems, with sufficient experience to implement and sustain a disciplined risk program. Provides hands-on risk guidance and facilitation in collaboration with program leadership, ART teams, cybersecurity personnel, contracting, and operational stakeholders. This position may require privileged access and DoD 8570/8140 restrictions will apply.
Key responsibilities
- Lead the contract program risk management process, including identification, analysis, prioritization, mitigation planning, and residual risk tracking.
- Serve as the DCO-S Program Office Risk Manager, facilitating government risk boards, working groups, and reporting to program leadership.
- Maintain integrated risk registers covering contractor performance risks and government program/mission risks.
- Assess risks related to system development, fielding, sustainment, cybersecurity, training, logistics, staffing, and operational readiness.
- Develop and track mitigation plans, owners, due dates, and effectiveness measures.
- Prepare risk briefings, metrics, and reports for program reviews, PI events, CCB, and leadership decision forums.
- Identify emerging risks associated with software releases, deployments, vendor dependencies, and inter-ART coordination.
- Coordinate with cybersecurity, engineering, training, logistics, and contracting stakeholders to ensure risks are captured early and managed consistently.
- Support root-cause analysis and lessons learned when risks materialize into issues.
- Recommend process improvements to strengthen the overall DCO-S risk management framework.

Desired skills/experience:
- Demonstrated experience managing both contractor/program performance risks and government program office risks.
- Familiarity with DoD risk management guidance, Software Acquisition Pathway (DODI 5000.87), and program governance processes.
- Experience supporting Agile/SAFe environments, ARTs, and iterative software delivery.
- Strong facilitation, briefing, and stakeholder management skills with military and contractor leadership.
- Ability to maintain risk registers, dashboards, and decision-quality risk products.
- Knowledge of cybersecurity, system fielding, sustainment, and operational mission risks in a DCO or space/cyber environment is highly desirable.
- Excellent written and verbal communication skills.
- Ability to work independently while coordinating across multiple teams and organizations.
- Certs preferred (at least one of the following): PMP / PMI-RMP / DAWIA Program Management or Engineering / CISSP / Security+ / SAFe certification.

Education/Certification Minimum Requirements:
- Bachelor’s degree in Program Management, Systems Engineering, Cybersecurity, Business, Risk Management, or a related field (or equivalent experience).
- 18+ years of relevant experience in program risk management, project management, systems engineering, or acquisition support within a DoD, USSF, or federal program office environment or a Master’s degree in same fields and 10 years of experience.
  Clearance:
- Must possess a Top Secret with SCI eligibility. SAR/SAP experience highly desirable.
  Location/Travel Requirements:
- Place of work is Colorado Springs; remote work opportunity is limited. You may be required to travel periodically, less than 10%

The pay range for this position in Colorado is $1450,000/year to $165,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
