Program Protection Analyst

SAIC is seeking a Program Protection Analyst to support and advance Department of War (DoW) technology & program protection (T&PP),system security engineering, and independent technical risk assessment (ITRA) activities across the acquisition lifecycle, from requirements development through design, production, sustainment, and disposal of military systems that operate in physical and/or cyberspace domains.

The ideal candidate will be a well-versed systems security engineer or technical analyst with demonstrated experience conducting technical assessments of DoW acquisition programs. The candidate will support ITRAs and program protection reviews by analyzing technical evidence and developing evidence-based findings and recommendations for Government consideration and routing to the applicable approval authority. The candidate will support the development of strategies, decision-support products, and reports for DoW senior leaders and coordinate with Military Services, program offices, engineering organizations, and other stakeholders on T&PP policy, guidance, best practices, and workforce development.

This position is 100% onsite in Alexandria, VA.

Job duties include:

- Develop and review T&PP strategies, policy, guidance, assessment tools, decision-support products, and reports, as directed by the Government.
- Provide professional engineering and technical analysis services to support independent technical risk assessments and PPP reviews for sufficiency and alignment with technical evidence and risk management activities. Develop findings and recommendations addressing program protection, system security, cybersecurity, technical risks, and cyber vulnerabilities.
- Support T&PP, system security, and cybersecurity workshops, outreach, and workforce-development activities.

Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.

Required Qualifications:

- Technical and acquisition or engineering experience in technology and program protection, system security engineering, systems engineering, and/or cybersecurity, including technical risk assessments, technical reviews, or test and evaluation supporting DoW programs of record.
- Experience reviewing or developing PPPs, cybersecurity strategies, systems engineering plans, test and evaluation plans, or related acquisition documentation; analyzing technical evidence; and developing findings, recommendations, briefings, reports, or decision-support products for senior leaders.
- Ability to interact effectively with Service program offices, engineering organizations, development contractors, and senior Government stakeholders; communicate progress, risks, and schedule status; and deliver practical solutions in a high-pressure environment.
- Strong analytical, problem-solving, communication, prioritization, task management, organizational skills and leadership skills, with the ability to think strategically and transform ideas into practical implementation.
- Master’s degree in an engineering discipline or related field.
- Knowledge of DoW acquisition lifecycle, policy, guidance, and technical risk management processes, with experience supporting ITRAs, technical reviews, systems engineering technical reviews, test and evaluation sufficiency assessments, or comparable acquisition assessments.
- Experience as a DoW Action Officer in developing and staffing work packages through tasker information systems.
- Knowledge of the relationship of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and other contractual requirements to system security, cybersecurity, software assurance, supply chain risk management, and program protection requirements.
- Background and capability in program protection planning, cyber resilience, Risk Management Framework, anti-tamper, software assurance, hardware assurance, systems integration, systems design, supply chain risk management, controlled technical information and/or cyber test and evaluations.
- Certified Information Systems Security Professional certification or comparable relevant technical certification.
- Bachelor’s degree in an engineering discipline or related technical field.

Desired Qualifications:

- Master’s degree in an engineering discipline or related field.
- Knowledge of DoW acquisition lifecycle, policy, guidance, and technical risk management processes, with experience supporting ITRAs, technical reviews, systems engineering technical reviews, test and evaluation sufficiency assessments, or comparable acquisition assessments.
