About the Role
The World Trade Center (WTC) is a 16-acre mixed-use campus owned and operated by The Port Authority of New York and New Jersey, featuring iconic sites such as the Oculus/Transportation Hub, multiple World Trade Center towers, the 9/11 Memorial & Museum, and other landmark destinations. The World Trade Center Department oversees all public spaces and infrastructure, collaborating with stakeholders, tenants, and business partners to operate, maintain, and promote the WTC. Its mission is to enhance public interests and experiences, uphold regulatory guidelines, and foster open communication and teamwork, preserving the WTC’s status as a world-class, internationally significant landmark.
Reporting to the Senior Managers of the Tenant Facility Office, the selected candidate will oversee all aspects of the Tenant Construction and Alteration Process (TCAP) within the Facility Management Division at the World Trade Center (WTC). This includes managing the Tenant Construction Portfolio, supporting planning, design, construction, and stakeholder coordination, while ensuring Port Authority quality standards and compliance with legal, financial, and procedural requirements. The role involves technical coordination of design and construction, building code reviews, and internal compliance checks for commercial design guidelines, sustainable design, risk management, security protocols, and contract provisions. The candidate will guide design reviews for phasing, staging, environmental commitments, and lease obligations, and facilitate TCAP-related work by developing and monitoring program scope, schedule, and budget for the WTC Department.
Responsibilities
- Manage and deliver all aspects of the Tenant Construction and Alteration Process (TCAP) within the Facility Management Division at the World Trade Center (WTC).
- Support planning, design, construction, and stakeholder coordination for the Tenant Construction Portfolio, ensuring Port Authority quality standards.
- Oversee legal, financial, and procedural submittals required by tenant lease agreements.
- Provide technical coordination for design, construction, and facility comments, including building code reviews and compliance with commercial design guidelines, sustainable design, risk management, security protocols, and contract requirements.
- Guide design reviews for compliance with phasing, staging, environmental commitments, and lease obligations.
- Facilitate TCAP-related work, monitoring scope, schedule, and budget for WTC Department projects.
- Serve as the initial point of contact for tenants regarding construction, alteration, or maintenance within leased premises.
- Coordinate and maintain activity schedules, tracking Tenant Alteration or Minor Works Applications and WTC Special Events.
- Manage approval processes for Pre-Construction Documents, emergency works, phased plans, and other tenant submissions.
- Collect TAA fees and archive Record Documents as applicable.
- Engage with Resident Engineer Office, OSD, QAD Design and Fire Protection Divisions, and WTC Finance to strategically phase and schedule work, aligning with TCAP and division budget goals.
- Direct and coordinate projects within the WTC Professional Certification Program, including permit issuance and project closeout.
Minimum Qualifications
- Bachelor’s degree in Engineering, Facilities Management, Project Management or related field from an accredited college or university.
- Minimum five (5) years of experience in managing projects, facilities, programs, and initiatives related to infrastructure and/or facilities.
- Must possess and maintain a valid driver's license.
Desired Qualifications
- Professional Engineer’s or Registered Architect’s License in NY or NJ.
- Proficiency with Trimble Unity Construct (formerly eBuilder) and various computer programs (Excel, Word, PowerPoint, Outlook, SharePoint, Adobe Acrobat).
- Experience in construction management, engineering project management, and PA Tenant Construction and Alteration Process (TCAP) Manual.
- Demonstrated ability to manage multiple engineering projects and motivate diverse teams for high performance.
- Expertise in project management principles, including developing, scheduling, coordinating, and managing projects and resources.
- Skilled in reviewing, auditing, and tracking consultant and contractor submissions, with strong organizational and planning abilities.
- Excellent negotiation, conflict resolution, written and oral communication, and superior interpersonal skills for teamwork and stakeholder engagement.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $110,474 Midpoint: $143,613 Maximum: $176,748
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
