About the Role
The General Manager of Forecasting & Capital Capacity ( “ GM ” ) is responsible for the determination of agency capital capacity and creditworthiness, both of which are fundamental for the delivery of the current 2026-2035 Capital Plan and other important agency priorities. As such, the GM is the key owner of all workstreams, tools, and resources that evaluate, monitor, and report on capital capacity to the Finance Committee on a quarterly basis, as well as the assessment related to any changes in agency policies and priorities. Not only does this position have significant impact on the agency’s Capital Plan, but the role is also well positioned to gain unique insight into the business models of all line departments and how these elements fit together within the agency. Th e GM has regular interaction with many stakeholders throughout the Port Authority and regular exposure to agency senior leaders. In addition, the GM will directly supervise the Manager of Forecasting and guide the overall Forecasting & Capital Capacity team, which is comprised of a Manager and two Principal Financial Analysts.
Under the supervision of the Deputy Director and also working in close collaboration with the Director , the GM will be responsible for: a) updating, managing, maintaining, and improving the agency’s Integrated Financial Model (IFM), which is a comprehensive agency-wide financial model that includes the forecasts of revenues and expenses of all business units, capital expenditures, debt service payments, and calculations to determine capital capacity available to advance the Port Authority’s investment agenda. b) supporting the issuance of Consolidated Bonds and other obligations , working with the Treasury Department , by preparing the calculations related to bond tests and materials for the rating agencies ; and c.) diligence and underwriting of financial transactions, operating model forecasts and/or business agreements for various agency business line departments.
Responsibilities
Integrated Financial Model & Capital Capacity
Update and manage the agency’s IFM on a regular basis (including quarterly reports to the Committee on Finance), and prepare financial scenarios as requested by the CFO to determine the impact of different transactions on the capital affordability of the Port Authority, while meeting all performance measures established. In particular:
- Continuously assess the integrity of the model’s agency-wide assumptions, including the review and consolidation of business line department long-range forecasts. Optimize the results and implement best practices for improvements
- Prepare clear, concise, and timely reports for senior staff and executive management on results of the quarterly updates and/or financial scenarios
- Coordinate and align budgeting and forecasting workstreams in partnership with the Comptroller, MBD , Treasury, and SMRO departments .
Support for Debt Issuance & Structuring
- In connection with agency bond issuances, the Manager will be responsible for: a.) the preparation of the Additional Bonds Test (1.3x Test) as required by the Consolidated Bond Resolution, to confirm the ability to issue the anticipated debt, and b.) the preparation of all financial materials required to be submitted to the ratings agencies for their review as part of the bond rating process
- Prepare any additional tests or supporting materials related to the issuance and reporting of other special obligations of the Port Authority , including the federal TIFIA and RRIF loans
- Evaluate proposed debt transactions and financing strategies to determine potential impact on capital capacity within the ten-year financial forecast window and beyond
Financial & Transaction Analysis
- For select agency departments, help diligence (including the supervision of analysts assigned) long-term financial forecasts for operating business models and related assessment of impact on agency-wide investment capacity
- For relevant departments, help underwrite (including supervision of analysts assigned) business transactions including leases, capital projects, and general business agreements by validating underlying assumptions, quantitative analysis, identifying key risks, and evaluating creditworthiness, all with the aim to maximize value
- For certain major agency transactions, maximize value through financial modeling/quantitative analysis and the review of commercial terms. Review cost-benefit, cash flow, NPV, and return analyses as well as critically assess and communicate key business terms to executive staff.
- Supervise and performance manage the Manager of Forecasting , who will directly manage the two Principal Financial Analysts within the team
Minimum Qualification s
- Degree from an accredited college or university with a focus on Finance, Business, Economics, or related field
- Minimum t hree years’ experience assisting in structuring and reviewing complex financial transactions with a focus on public infrastructure or related project finance (e.g., energy, transportation).
- Minimum of two years of project management and/or supervisory experience
Desired Qualifications
- Master’s degree , professional MBA, or equivalent background in investment banking, corporate finance, or on an investment principal team
- Proven detailed understanding of financial structures and the ability to construct financial models underpinning the key terms of public finance and public-private transactions (PPP or P3s)
- Familiarity with federal financing programs, such as the TIFIA and RRIF loans
- Experience with agency financial, operating, and capital budgeting and accounting and reporting structures/systems, or similar processes and systems at similarly sized or larger agencies/companies
- Strong critical thinking, decision-making, and problem-solving skills
- Strong oral/written presentation skills and ability to interact at all staff levels

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $147 ,290 Midpoint: $ 191,486 Maximum: $235 ,664
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
