Security Control Assessor / Systems Security Assessor

THOR Solutions is seeking a Security Control Assessor / Systems Security Assessor to support a USCG information technology support services program focused on cloud optimization, strategic data management, digital modernization, and governance in Washington, DC .

This position designs and implements computer and information networks—including local area networks (LAN), wide area networks (WAN), intranets, extranets, and other data communications networks—and performs network modeling, analysis, and planning. The Assessor designs network and computer security measures and researches and recommends network and data communications hardware and software to support a modernized, service-oriented cloud environment. The position supports migration, transition, and build/release planning, ensures technical alignment with DHS enterprise architecture and governance directives, and provides architecture recommendations that improve resource optimization, application rationalization, and system performance. Through these efforts, the Assessor enables the customer to operate and sustain secure, efficient, and forward-looking information management systems and technology.

Typical Responsibilities:

- Design and implement computer and information networks, including LAN, WAN, intranets, extranets, and other data communications networks.
- Perform network modeling, analysis, and planning to support service-oriented, cloud-based architecture.
- Design network and computer security measures to protect information systems and data.
- Research and recommend network and data communications hardware and software.
- Support development of migration plans, transition plans, and build and release plans to enable operation and sustainment within a modernized cloud environment.
- Design and establish connectivity with network systems, search engines, and information servers, and integrate applications through sound database and system architecture.
- Review as-is technical architecture artifacts and provide recommendations for technical enhancements, governance improvements, and best-of-breed architecture.
- Ensure technical alignment with DHS enterprise architecture, governance, directives, and processes.

Location:  Full-time onsite at USCG Headquarters in Washington, DC.

Typical Physical Activity: Desk/computer work in an office environment. May involve: repetitive motion.

Typical Pay Range: The anticipated pay range for this position in the identified location(s) is $104,000 – 134,000. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.

Existing TOP SECRET/SCI Security Clearance Required: This position requires an existing active TS/SCI security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.

Required Knowledge, Skills, and Abilities:   
- Bachelors degree in data science, information systems, computer science, or a related discipline.
- At least six (6) years of experience designing and implementing enterprise networks and data communications infrastructure, performing network modeling and analysis, and designing network/computer security measures.
- Experience supporting cloud technology and management activities, migration/transition planning, and technical architecture development for government agencies.
- Must possess active/current certifications to qualify as both DoD 8570/8140 IAT Level 2 and IAM Level 2. DoD 8570/8140 IAT Level 2 (required for systems assessment and authorization work), fulfilled by possessing ONE of the following: CompTIA Cybersecurity Analyst (CySA+)
- CompTIA Security+ CE (Sec+ CE)
- EC-Council Certified Network Defense (CND) v3
- Red Hat Certified System Administrator (RHCSA)
- CCNA Security
- Global Industrial Cyber Security Professional (GICSP)

- Proficiency in Windows, Microsoft Office suite, SharePoint, and MS Project.
- Knowledge service-oriented architecture, cloud environments, and enterprise architecture frameworks.
- Strong organizational and communication skills.
 
Additional Preferred Knowledge, Skills, and Abilities:  
- Masters degree in data science, information systems, computer science, or a related discipline.
