Summary

The Project Safety Manager leads and oversees all Environmental, Health, and Safety (EHS) activities for assigned semiconductor ultra-pure water (UPW) construction projects. Serving as the primary on-site safety representative, this role ensures strict compliance with OSHA regulations, client-specific standards, and company safety policies. The manager partners closely with project managers, site superintendents, trade subcontractors, and client representatives to proactively identify job hazards, mitigate high-risk construction activities, and eliminate incidents. Core responsibilities include authoring site-specific safety plans, conducting safety orientations, delivering toolbox talks, and directing root-cause incident investigations. Additionally, this role collaborates directly with the Corporate Safety Team to execute broader company safety initiatives and sustain continuous improvement across all field operations.
This position is classified as full-time and exempt under the Fair Labor Standards Act (FLSA).

Reporting Relationships

- This position reports to the Safety Manager. In the future will report to the EHS Director

Major Duties and Responsibilities

Construction Safety Leadership & Operational Governance

- Site Safety Execution: Develop, implement, and maintain Site-Specific Safety Plans (SSSPs) tailored to ultra-pure water (UPW) facility construction.

- Regulatory Adherence: Enforce rigorous compliance with OSHA 1926 standards and semiconductor client-specific environmental health and safety protocols.

- Safety Culture Advocacy: Champion a proactive, zero-injury safety culture across multidisciplinary project teams, field engineers, and trade partners.

Contractor & Subcontractor Safety Oversight

- Prequalification & Review: Review subcontractor safety programs, worker qualifications, and site-specific Job Hazard Analyses (JHAs) prior to mobilization.

- Orientation & Onboarding: Facilitate comprehensive site safety orientations and badging compliance for all incoming field personnel and craft labor.

- Field Coordination: Lead weekly contractor safety alignment meetings, monitor trade compliance in real time, and resolve jurisdictional field conflicts.

High-Risk Construction Activity Management

- Critical Risk Controls: Oversee permitting, daily audits, and rigorous controls for high-risk operations: Fall Protection & Elevated Work, Mobile Elevated Work Platforms (MEWPs), Crane & Rigging Operations, Lockout/Tagout (LOTO) & Hazardous Energy Control, Confined Space Entry, Electrical Safety / NFPA 70E, Hot Work Operations, and Trenching & Excavation.

Inspections, Incident Investigation & Risk Mitigation

- Field Audits: Conduct structured daily and weekly site inspections to detect hazards, evaluate housekeeping, and verify control measures.

- Corrective Action Tracking: Manage corrective and preventive action (CAPA) logs, driving verified resolutions to timely closure with trade partners.

- Root-Cause Investigations: Direct formal investigations for all injuries, near misses, and equipment damage; establish root causes and institutionalize preventive measures.

- Compliance Records: Maintain clean regulatory documentation, inspection records, and incident reporting logs aligned with corporate governance.

Client Interface & Semiconductor Site Coordination

- Client Alignment: Serve as primary safety liaison with client EHS teams (including TSMC and tier-one general contractors), actively participating in owner safety forums.

- Audits & Walkthroughs: Represent Organo USA during formal site walks, regulatory agency visits, and external third-party safety audits.

Education

- Bachelor’s degree in Occupational Health & Safety, Environmental Engineering, Construction Management, or related field; or equivalent combination of education and 10+ years of progressive construction safety leadership.

- Specialized Experience: Minimum 5 years of dedicated EHS leadership within industrial construction, semiconductor fabrication facilities, advanced technology plants, chemical processing, or high-purity water/wastewater systems.

- Regulatory Mastery: Comprehensive expertise in OSHA 1926 standards, hazardous chemical handling, pressurized high-purity piping systems, and facility commissioning.

Preferred Professional Certifications

- Primary Safety Credentials (Preferred): Certified Safety Professional (CSP) or Construction Health and Safety Technician (CHST).

- OSHA Credentials (Preferred): OSHA 500, OSHA 510, or OSHA 30-Hour Construction certification.

- Environmental & Hazardous Materials (Preferred): Certified Hazardous Materials Manager (CHMM) or equivalent credential.

- Supervisory Designations (Preferred): Certified Safety Supervisor / Manager (CSSM) or Certified Safety Specialist / Technician (CSST).

- Electrical Compliance (Preferred): NFPA 70E Electrical Safety in the Workplace qualification/training.

Skills and Qualifications

- Communication & Influence: Exceptional verbal and written communication skills with the ability to coach trade contractors and articulate compliance mandates to senior leadership.

- Analytical Problem-Solving: Demonstrated mastery in conducting thorough root-cause investigations, hazard evaluations, and implementing effective engineering controls.

- Collaborative Execution: Strong track record of fostering collaborative working relationships with project managers, client EHS representatives, and subcontractors.

Physical Requirements

- Working at Heights: Ability to ascend ladders, scaffold systems, catwalks, roofs, and operate elevated work platforms (MEWPs) as operational needs require.

- Job Site Mobility: Stamina to navigate active industrial and semiconductor construction sites across uneven surfaces, active tool hookup zones, and wear mandatory PPE throughout shifts.

- Visual Discrimination: Ability to accurately discern and identify color-coded electrical wiring, gas/chemical line markers, and safety signaling systems.
