## Project Overview:

The Cheniere Sabine Pass Liquefaction (SPL) Project is a Liquefied Natural Gas (LNG) export facility located along the Sabine River estuary on the southeastern coast of Cameron Parish, Louisiana. Bulk early work for Stage 1 began at the 1,000+ acre facility in August 2012 and by December 2022, Bechtel had successfully and safely turned over the final phase of Stage 4 to Cheniere. The SPL campus now consists of six operating Trains with an LNG production capacity of approximately 27 million tons per year (MTPA), 3 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.

Sabine Pass Liquefaction Stage 5 Expansion Project (SPL5) is the newest phase at the SPL facility. It will consist of one liquefaction process train with a production capacity of approximately 5 MTPA; one boil-off gas reliquefaction unit; tie-ins to existing storage tanks, ship-loading facilities, and flare systems; and associated utility support infrastructure. SPL5 will perform this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.

## Job Summary:

The position will be responsible for developing and preparing project master purchases Pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents on project commitments. Reviews prime contract terminology and transfers applicable legal and commercial terms into the Pro-forma documents. Reviews and develops other commercial and technical data prepared by Engineering, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement functional groups and inputs suitable terminology into Pro-forma documents. #LI-CS1

## Major Responsibilities:

- Performs tasks involved in the formation and administration of purchase orders.
- Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.
- Prepares bidder pre-qualifications, bidder lists, negotiation plans, bid solicitations, bid analysis, award recommendations and commitments, including aspects of purchase order administration.
- Understands and executes work in accordance with the project sourcing strategy, compliance to the Project’s Approved Vendors List, project financing considerations, and respective tariff and quota risk.
- Accountable to ensure appropriate approval authorities are obtained prior to executing commitments.
- Accountable to the project schedule to include planning and executing own work during the pre-award phase of purchase orders and post award administration of procurements.
- Responsible for assigned orders from development through closure, to include engagement with Engineering on purchase requisition development, the acquisition and delivery of purchases, and order closeout; to include supporting management of backcharges and claims.
- Prepares and organizes assigned Procurement-sponsored meetings, such as bid clarification and post-award meetings, for ensuring complete understanding and agreement between Bechtel, the customer and supplier on all purchase order matters for assigned packages. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.
- Attends project status meetings, when requested, and reports status of area of responsibility.
- Responsible to maintain supplier relationships with supplier’s project personnel executing orders to ensure performance of the work.
- Is familiar with the project’s estimate baseline for assigned packages and identifies respective Trends, as required.
- Accountable for integrity of records management for assigned work.
- Responsible to oversee supplier performance and initiate appropriate notices, including notices of backcharges/claims for assigned packages.
- Contributes to the establishment of project-level goals.

## Education and Experience Requirements:

- Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience

## Required Knowledge and Skills:

- Ability to form and administer purchase order
- Proficiency in all phases of procurement including knowledge of skill and communicating effectively with supplier, bidder prequalification, preparation of bidders lists, compilation of bid request, knowledge of Uniform Commercial Code or applicable legislation, negotiation of contracted terms and conditions, and award of commitments.
- Able to participate in the administration of commitments, monitoring supplier performance, back charge procedures and the resolution of claims and disputes.
- Has an understanding of equipment and material fabrication steps and methods.
- Able to work with cross functionality, communicating effectively both orally and in writing.
- Capable of providing early warning of issues, such as supplier deficiencies and schedule delays, to Supply and Project Management.
- Capable of interpreting schedules to ensure they are realistic, that required activities occur on time and that interface between activities is maintained.
