Are you ready to take on a leadership role managing large, complex renovation and construction projects that shape the future of Oakland County? As a Senior Project Manager, you’ll oversee everything from pre-project efforts, design to completion, ensuring projects are delivered on time, on budget, in compliance with governing codes, meeting the County’s policies and standards, and to the highest performance expectations.

What You’ll Do
• Lead major renovation and new construction projects, including pre-project, design, engineering, scheduling, budgeting, implementation and close-out.
• Serve as the department’s representative with architects, engineers, contractors, consultants, and County departments.
• Construction administration, document, and report on construction progress while providing solutions to issues.
• Prepare cost estimates, funding requests, drawings, specifications, bid documents, recommendations, reporting, and presentations.
• Manage bidding, awarding of contracts, and project-related purchases.
• Use Countywide and department-specific software to manage projects effectively.

Minimum Qualifications

EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES

REQUIRED MINIMUM QUALIFICATIONS

- Possess a Master’s degree from an accredited college or university with a major in Architecture, Engineering, Construction Management, or related field of study.
- Have had at least six (6) years of full-time experience in architecture, engineering, or construction management; OR

- Be registered as a Professional Architect or Engineer in an appropriate Architecture discipline by the Michigan State Board of Architects or Engineers.

- Have had at least six (6) years of full-time experience in architecture, engineering, or construction management; OR

- Possess a Bachelor’s degree from an accredited college or university with a major

in Architecture, Engineering, Construction Management, or related field of study.

- Have had at least eight (8) years of full-time experience in architecture, engineering, or construction management ; OR

- Possess a Project Management Professional (PMP) certification.

- Have had at least ten (10) years of full-time experience in architecture, engineering, or construction management.

- Possess a valid motor vehicle operator's or chauffeur's license.

SPECIAL REQUIREMENTS

If qualifying for the position with a Registration as a Professional Engineer, must maintain registration as a Professional Engineer by the Michigan Board of Registration for Professional Engineers.

If qualifying for a position with a Registration as a Professional Architect, must maintain registration as a Professional Architect by the Michigan State Board of Registration for Professional Architects.

If qualifying for the position with a Project Management Professional certification, must maintain certification as a Project Management Professional.

Must maintain a valid United States motor vehicle operator's or chauffeur's license.

SUPERVISION EXERCISED

Functions as project manager for large and complex major renovation and new construction projects. Oversees and coordinates work of professional services vendors and construction contractors.

ESSENTIAL JOB FUNCTIONS

Functions as the primary liaison between the County client department, architect, engineers, construction manager, and Facilities Management for large and complex major renovation and new construction projects.

Meets with County department representatives, directors, elected officials, architect, engineers, construction manager, and Facilities Management for large and complex major renovation and new construction projects.

Acts as the central point of contact for other County departments who provide project related support, such as Risk Management, Purchasing, Fiscal Services, Corporation Counsel, and Information Technology.

Conducts studies, including but not limited to cost of materials, funds available, municipal zoning, etc., to determine feasibility of proposed projects.

Prepares, reviews, and finalizes designs for construction, alteration, and renovation of proposed or existing facilities, including County office buildings, service center improvements, and utilities.

Protects employees, public, and contractors by insuring that architectural and engineering designs meet all life safety codes and are structurally sound, and that all construction is conducted safely by adhering to laws and best practices.

Performs or coordinates County staff in drafting and data research activities needed for accurate designs, such as spatial measurements and site survey duties.

Utilizes current Countywide and/or department specific software to complete assignments. Operates a computer aided design (CAD) system using AutoCAD, and/or other CAD programs to prepare designs, construction drawings, and graphics.

Estimates labor, material, and administrative costs of approved plans for allocation of funds.

Prepares specifications and qualifications for RFPs (requests for proposals). Works with Purchasing department in receiving bids and awarding of contracts by ensuring that advertisements and addendums are worded properly, answering inquiries from contractors in writing, tabulating bids, and recommending contractors to supervisor.

Participates in determining size of construction crews required for projects and preparing work schedules, priorities of personnel assigned, materials and equipment needed for each project to ensure completion as planned.

Develops and updates project schedules. Determines work priorities to ensure that order of work is conducted according to sound construction principles. Monitors work with County employees and contractors and adjusts schedules as needed to minimalize disruption to department and public.

Inspects project progress and notifies division manager and/or supervisor of any issues significantly beyond the original scope of work and provides recommendations for action.

Consults with project team and contractors as needed to resolve construction problems in an efficient manner. Determines necessary crew rescheduling and recommends use of contingency funds for effective resolution.

Creates field orders and change orders when unanticipated factors necessitate a deviation from original scope of work.

Completes contractor payment requests for supervisor's approval following site inspections and resolutions of progress, materials, or quality concerns with the contractor.

Perform final inspection of projects to ensure that construction results meet County needs.

Ensures that closeout documents are obtained at completion of project.

ADDITIONAL DUTIES AND RESPONSIBILITIES

Presents special project requests to supervisor to enable timely and effective review of the matter and appropriate action.

Requisitions materials needed to complete jobs following supervisory authorization.

Monitors delivery of materials to ensure receipt of proper type and amount.

Shares professional knowledge regarding construction details, specifications, codes, and estimates with lower-level staff to aid them in their projects.

WORKING CONDITIONS

Work is carried out in a typical office environment and construction sites, with exposure to weather conditions and noise.

May participate in activities that require driving or being a passenger in an automobile.

Considerable knowledge of the provisions of the zoning laws, building codes, and other State Acts affecting construction.

Considerable knowledge of the methods of survey, building design, and construction, including mechanical, electrical, and plumbing systems.

Considerable knowledge of the nomenclature and symbols used in engineering, drafting, and design.

Considerable knowledge of field and office procedures relating to the required architecture, engineering, or construction discipline.

Considerable knowledge of administrative practices related to project management.

Considerable ability to plan, organize, and supervise architectural, engineering, or construction work.

Considerable ability to determine compliance of structures with specifications.

Ability to solve complex problems in a professional manner.

Reasonable knowledge of the technical phases of estimates, contracts, specifications, and reports.

Reasonable ability to prepare contracts and specifications.

Reasonable ability to organize and evaluate information for special reports.

Reasonable ability to utilize current CAD, project management, word processing, spreadsheet, database, e-mail, and Internet software.

Considerable knowledge of AIA forms and payment applications.

Excellent written and oral communication skills.

Highly organized with a strong attention to detail.
