State Personnel System Opportunity

Your Specific Responsibilities:
This position provides high-level support to the Bureau of General Services in matters and functions pertaining to DOH/CCOC operations. The incumbent serves as the section's purchasing/budget analyst, monitoring the collocated budget matrix expenditures, preparing requisitions for the procurement of commodities and services in MFMP, preparing necessary documentation for approval, maintaining supply inventory and orders, maintaining a purchasing card for commodities and services and approving charges in FLAIR, serving as a Level 02 approver for p-card charges, reconciling charges, ensuring reports are accurately completed and filed, monitoring the certification of mobile equipment (iPhones, cellphones) including securing necessary signatures and approvals, preparing and processing invoices for charges to the unit, and tracking expenditures on a budgetary spreadsheet. The incumbent also serves as the section office coordinator, monitoring all incoming assignments in the Support Services and General Services tracking system for completion and follow-up, editing correspondence, policies, and other documents, and creating and disseminating DOH bulletins for Support Services related issues. Additionally, the position assists with facilities, safety, and leasing related issues, including printing badges, monitoring the Facilities, Safety, and leasing inboxes, and scanning and creating documents and spreadsheets. The incumbent ensures the purchasing principles of the Governor's One Florida Initiative are championed within the office, promoting awareness of vendor diversity in the procurement process and an increase in minority purchasing over the previous year. The position also participates in purchasing training as required, assists in the preparation of surveys and statistical reports, participates in special projects as needed, assists in answering phone lines for General Services related issues, monitors and modifies calendars relating to employee leave, training, and travel for managers, and updates the General Services SharePoint site. Required Knowledge, Skills, and Abilities:
Qualifications:
Minimum- High school diploma or equivalent (GED) required. Experience working with government purchasing and procurement processes, including preparing and processing requisitions, invoices, and purchase orders. Experience monitoring budgets and reconciling purchasing card (p-card) charges. Working knowledge of MFMP (MyFloridaMarketPlace) and FLAIR (Florida Accounting Information Resource) or comparable government financial/procurement systems. Proficiency with Microsoft Office Suite (Outlook, Excel, Word). Ability to prepare, edit, and disseminate correspondence, policies, and reports. Strong organizational skills and ability to manage multiple assignments, tracking systems, and deadlines in a fast-paced office environment. Ability to maintain confidentiality and exercise sound judgment when handling sensitive or agency-security-related information.
Preferred - Associate's degree or higher in business administration, public administration, or a related field. Prior experience in a state government purchasing, procurement, or budget analyst role. Direct experience using FLAIR and MFMP in a production capacity, rather than general familiarity. Experience serving as a purchasing card (p-card) approver or holder. Familiarity with MBE (Minority Business Enterprise) purchasing initiatives and vendor diversity reporting, such as the Governor's One Florida Initiative. Experience coordinating facilities, safety, or leasing administrative functions, including badge printing and inbox management. Experience preparing statistical reports and surveys. Experience managing calendars, leave, and travel scheduling for a team or office. Strong written communication skills for drafting and editing formal correspondence and agency bulletins.
