The Government Analyst I position acts as the Contact Specialist, who supports the development, execution, and administration of procurement and contracting activities for the Florida Rural Health Transformation Program.
This position requires working knowledge of Florida procurement and contracting laws, rules, and policies, and the ability to carry out assigned procurement and contract administration tasks under the direction of the Contract/Procurement Lead.
The Contract Specialist works closely with the Contract/Procurement Lead to support coordination between the Rural Health Transformation Program Office and the Agency's Procurement Office.
This position assists with the day-to-day administration of program contracts with vendors, including tracking compliance, performance monitoring, and documentation. This position is housed at headquarters.
Key Responsibilities
•Assist with the drafting, review, and preparation of procurement documents, including scopes of work, competitive solicitations, and supporting materials.
•Apply working knowledge of Florida procurement laws, rules, policies, and best practices to support program procurements in meeting statutory and regulatory requirements.
•Support coordination with the AHCA Procurement Office, helping ensure clear communication, timely follow-up, and compliance with Agency procurement procedures.
•Track procurement timelines, deliverables, and workflows to support program implementation needs, escalating issues to the Contract/Procurement Lead as needed.
•Review procurement and contract documents for clarity, accuracy, and completeness, flagging potential risks or compliance concerns.
•Assist with evaluation processes, including organizing evaluation materials, compiling vendor responses, and documenting procurement decisions.
•Help prepare and monitor contracts and contract amendments for accuracy, completeness, and alignment with program requirements.
•Support contract administration for program vendors, including tracking deliverables, monitoring timelines, and documenting compliance concerns for review.
•Maintain organized, accurate documentation and files for all procurement and contract activities.
•Assist program staff with routine questions on contract management practices and performance monitoring.
•Coordinate with legal, procurement, budget, finance, and program teams to help resolve issues and support contract execution and administration.
•Perform other procurement and contract administration duties as assigned by the Contract/Procurement Lead.
A good attendance record is essential for any individual in this position as the work involved occurs daily and is time critical.
The individual in this position is expected to report to work daily and on time.
Leave must be requested in advance except in emergency circumstances not under the control of the employee.
This position will be hired at $28.85 hourly and is non-negotiable.

What is OPS employment?
OPS employment is a temporary employer/employee relationship used for accomplishing short term or intermittent tasks.
OPS employees are at-will employees and are subject to actions such as pay changes, changes to work assignment, and terminations at the pleasure of the agency head or designee.
OPS employees do not serve probationary periods or become permanent in their positions because they serve at the pleasure of the agency head.
This position is 100% grant-funded under the Rural Health Transformation Program with funding from Centers for Medicare and Medicaid Services (CMS). Funding is currently approved for five years (2026-2031); continuation of this position is contingent upon renewal or extension of grant funding.
KNOWLEDGE, SKILLS, AND ABILITIES
•Working knowledge of Florida procurement and contracting laws, rules, procedures, and systems.
•Experience assisting with or supporting procurements for a Florida state agency or comparable environment.
•Strong attention to detail and ability to ensure accuracy, compliance, and clarity in procurement and contract documentation.
•Ability to manage multiple assignments and deadlines under general supervision.
•Good written and verbal communication skills.
•Sound analytical and problem-solving skills.
•Ability to establish and maintain effective working relationships with internal and external partners.
MINIMUM QUALIFICATIONS REQUIREMENTS
Two years of experience in procurement or contract management.
Preference will be given to candidates with:
Experience working in procurement or contract management within a Florida state agency.
Experience with health care, public health, or grant-funded program-related procurements.
Experience coordinating with legal, procurement, budget, and finance offices.
A bachelor’s degree in public administration, business administration, legal studies, or related field.
Florida Certified Contract Manager (FCCM) or Florida Certified Contract Negotiator (FCCN).
