Information Systems Security Manager Senior

Job Description MTSI is seeking a highly experienced Senior ISSM to serve as the lead cybersecurity authority. This senior role is responsible for shaping and managing cybersecurity strategy, Risk Management Framework (RMF) compliance, and continuous monitoring from concept and development through production and fielding until the system transitions to a separate sustainment team. The successful candidate will represent the customer as an experienced Information Security Professional, executing ISSM responsibilities for all assigned systems and ground support equipment. This includes defining, refining, and integrating cybersecurity requirements; ensuring compliance with applicable laws, regulations, and directives; and independently supporting the program office across all RMF activities.
Key Responsibilities • Lead cybersecurity strategy, RMF implementation, and continuous monitoring for systems supporting software development and secure application pipeline operations. • Integrate cybersecurity requirements into software design, development, upgrades, release pipelines, and operational processes. • Advise Information System Owners and security leadership on system impact levels, risk posture, and compliance with applicable laws, regulations, and policies. • Assess threats, vulnerabilities, code changes, and system updates; recommend, implement, and validate appropriate security controls. • Review, approve, and oversee RMF documentation, including SSPs, SCTMs, assessment procedures, SARs, and POA&Ms for software systems and supporting infrastructure. • Conduct, verify, and document security assessments to ensure software environments and pipelines are accurate, complete, and ready for authorization. • Prepare and submit full authorization packages and provide written authorization recommendations to the Authorizing Official (AO). • Apply secure architecture, engineering, coding, and configuration principles across all phases of software development and deployment. • Evaluate software, network, and system designs for security risks and recommend effective mitigation strategies. • Support teams developing new mission‑software capabilities or modernizing legacy applications by providing expert cybersecurity guidance throughout the development lifecycle. • Identify and resolve integration challenges as new software capabilities are introduced into existing digital and mission‑system environments. • Stay informed on emerging security technologies, threats, vulnerabilities, and best practices to strengthen the resilience of software systems and development pipelines.

Qualifications: ·      Must meet Cybersecurity (DoD 8140/8570 – IAM Level III) certification requirements ·      Possess minimum of 10 years of relevant work experience ·      Experience working in a DoD program or product acquisition office or environment ·      Have no less than three (3) years’ experience in a Special Access Program (SAP) and/or Sensitive Compartmented Information (SCI) environment within the last five (5) years
Education Requirements: ·      A Master of Arts/Master of Science/Master of Engineering MA/MS/ME degree (Years of experience may be considered in lieu of a master’s degree)
Clearance Requirements : ●       Must possess an active DoD Top Secret (TS) security clearance with ability to obtain SCI ●       U.S. Citizenship
