Acquisition Program Management Support Senior (Software)

MTSI is seeking a Technical Program Manager to stand up and lead a Software Development Branch within the Fighters and Advanced Aircraft Division at Wright‑Patterson AFB. This role is responsible for building the branch, establishing development processes, and guiding the delivery of software capabilities that support mission systems and modernization priorities across the division’s portfolio. The Technical Program Manager will oversee day‑to‑day software development activities, set technical priorities, manage workflows, and coordinate with engineering, cybersecurity, test, and acquisition teams. Key responsibilities include software requirements development, sprint and release planning, schedule and risk management, configuration and version control oversight, integration and test coordination, and sustainment planning for mission‑critical software systems. This role requires strong technical leadership and the ability to synchronize work across multiple acquisition programs and mission areas. Candidates should have experience with DoD acquisition, modern software development practices, digital modernization initiatives, and software‑based capability delivery for advanced weapon systems. Successful candidates must be able to stand up new technical teams, manage complex software efforts, and drive enterprise‑level modernization within the Fighters and Advanced Aircraft Division.
Responsibilities: ·      Leading a new Software Branch responsible for developing, integrating, and sustaining mission‑critical software within classified environments. ·      Managing software baselines, development pipelines, version control, and secure coding practices for applications operating at classified levels. ·      Coordinating work across software engineering, cybersecurity, test, and operations teams to ensure all products meet security accreditation requirements and comply with SCIF procedures. ·      Overseeing installation, configuration, and sustainment of software development tools, repositories, and secure computing environments used inside the classified workspace. ·      Directing daily branch activities—tasking developers, reviewing technical output, resolving issues, tracking progress, and ensuring adherence to secure‑handling requirements. ·      Managing schedules, risks, dependencies, and technical challenges associated with delivering mission‑critical software to multiple aircraft and mission system programs. ·      Planning and coordinating software test events, lab work, and integration activities that rely on classified datasets, modeling environments, and secure compute resources. ·      Supporting required documentation and reporting for cybersecurity compliance, configuration management, technical reviews, and system accreditation processes. ·      Ensuring software products align with division‑level modernization goals and integrate effectively across multiple platforms and mission threads. ·      Serving as the primary technical interface for stakeholders relying on branch‑developed software, including Government customers, program offices, mission partners, and test organizations.
Qualifications: •        Minimum of ten years of relevant Department of War (DoW) experience. •        At least three years of experience working in a Special Access Program (SAP) or Sensitive Compartmented Information (SCI) environment within the past eight years.
Education and Experience: o  Master’s degree (MS/MA) or higher in business administration, management, accounting, finance, logistics, a STEM discipline, or an MBA. o  A bachelor’s degree (BS/BA) plus fifteen years of relevant DoW, government agency, or DoW contractor experience may be substituted for the advanced degree requirement.
