Job Description Summary
The Business Systems Analyst serves as the lead administrator and subject matter expert for Dynamics 365 and the Microsoft Power Platform, partnering with stakeholders to identify business needs and deliver technology solutions that improve operational efficiency, data quality, and user experience. This role leads system configuration, workflow automation, reporting, testing, training, and change management activities while overseeing technology projects from requirements gathering through implementation. The position collaborates closely with business units, IT staff, and external vendors to support system enhancements, maintain application performance, and ensure technology solutions align with organizational goals.
Job Description
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily to be qualified for the position. Other duties may be required and assigned.
- Leads discussions with department staff to identify business needs and translate them into system configurations, data structures, and automated processes within Dynamics 365 and the Power Platform.
- Develops, maintains, and provides technical subject matter expertise to convey and communicate capabilities, and delivers knowledge transfer to appropriate staff for skill development.
- Identifies and documents detailed requirements and translates them into technical solutions including table design, relationships, workflows, and user interface configurations.
- Configures and customizes Dynamics 365, including forms, views, business rules, and user experience enhancements.
- Designs, builds, and maintains automated workflows using Microsoft Power Automate to improve business processes and reduce manual effort.
- Leads Project and Change Management activities for new releases.
- Develops project charters/scopes of work in collaboration with key stakeholders.
- Writes and maintains end-user documentation, prepares and sends communications and conducts training for any system changes, enhancements and new implementations/upgrades.
- Structures and develops test plans (e.g. test objectives, test cases, test data and test scripts) for executing unit, integration, system and/or acceptance testing to ensure the technical solution meets the business requirements.
- Manages acceptance testing with the business users, Information Technology staff and external vendors performing system configuration and integration testing including the functionality, performance, and fit-for-use determination to ensure original requirements are met and defined constraints are controlled.
- Develops reports and dashboards for functional areas ensuring the accuracy, quality, and usability of the data through complex data analysis and best-practice data management methods.
- Track and report progress on project deliverables. Work closely with project stakeholders and upper management to ensure the scope and direction of each project is on target.
- Collaborates with and provides guidance to NCJTC’s Technology and Data Quality Team to ensure the technology needs of the Center are met.
- Acts as liaison with Information Technology and/or outside vendors to support and lead development of relevant systems.
- Performs system maintenance, including data review and cleaning, and testing and implementation of system upgrades or patches. Collaborates with functional and technical staff and external vendors to coordinate application of upgrades or fixes.
Non-Essential Functions and Responsibilities
- Serves as initial point of contact for project communications with constituent groups.
- Leads and participates in team-based project activities and strategic planning initiatives.
- Limited travel may be involved
Minimum Qualifications
Education and/or Experience Requirements:
- Bachelor’s degree in Business Administration or Information Technology required, AND
- Five or more years of recent, related experience working in an Analyst or system administration role supporting Microsoft Dynamics or other Microsoft database systems.
Licenses, Certifications, and Other Requirements:
- Ability to analyze and present data and program information, orally and in writing and in non-technical language is required.
- Experience working effectively with IT, Finance, HR, and cross-functional colleagues is required.
- Demonstrated system configuration experience and a working knowledge of system design and development techniques is required.
- Advanced Microsoft Office 365 skills are required (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint).
- Experience with Microsoft Power Automate, Power Platform and Dataverse data structures is strongly preferred.
- Experience with Microsoft Power BI preferred.
- Business Analysis (CCBA) or Project Management (CAPM or PMP) certification or equivalent training is preferred.

Work Environment
- Work will be completed in a hybrid environment, both in person and virtually.
Work environment may change based upon college needs.
Physical Requirements
- This role requires extended periods of sitting while performing tasks and utilizing computer systems.

Additional Information
Starting Range: $71,300 - $83,900 per year.
Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data.
Note: Internal applicants' wage will be based upon the applicable compensation guidelines.
