Job Summary
This is professional level work in the management and administration of employee benefits. Provides special guidance and assistance on various employee benefit plans. Surveys the industry to determine the Company’s competitive position as it relates to employee benefits and recommends new or modified benefit plans and policies. Manages the day-to-day activities involved in the efficient processing of payroll. Requires seasoned knowledge of the principles, methods and procedures involved in benefits administration. Contacts require customer service orientation and the ability to effectively provide information, ask questions and obtain clarification. The work is performed in an office environment. Operates computers and other standard office equipment. Work is performed under administrative direction where assignments are subject to operating plans, objectives, functional policies and precedents and the worker is free from technical control in planning and executive responsibilities; work is generally reviewed upon completion in terms of timeliness, compatibility with stated priorities and effectiveness in meeting objectives and customer satisfaction. This is an individual contributor position that reports directly to the HR Director.
Qualifications
Essential Functions
- Manages the day-to-day activities involved in an efficient bi-weekly payroll, including the review of all approved personnel changes.
- Enters new-hire and benefit changes in the payroll/personnel management system.
- Facilitates the payroll & benefits section of New Hire Orientation.
- Maintains the various pay, deduction and payroll statistical data reports.
- Coordinates the flow of employee pay and benefits data between the Human Resource Department and the Accounting Department.
- Manages and administers employee benefits programs such as retirement plans; medical, dental, vision plans; life insurance plans; temporary disability programs; and wellness programs.
- Coordinates and facilitates the annual Benefits Fair and Open Enrollment process.
- Schedules and facilitates employee training sessions on new payroll & benefits programs as they arise.
- Submits pay related data and benefit plan documents to vendors of non-qualified benefit plans within agreed upon timeframes.
- Evaluate and compare existing company benefits with those of other employers and develop specific recommendations regarding benefit offerings for review by management.
- Support managements decision-making process by analyzing and predicting costs of benefit plans.
- Ensures compliance with federal, state and local legal requirements by staying abreast with new legislation and advising management on necessary actions.
- Informs employees of benefit plans by preparing benefit summaries, compensation & benefits statements, answering employee inquiries and providing other relevant communication as necessary.
- Resolves employee concerns by interpreting and explaining benefit policies and procedures.
- Maintains employee payroll and benefit records by developing recordkeeping systems and reports; develops standard reports to support regular queries and requests for information.
- Responds to all unemployment inquires and participate in hearings as required.
- Responds to all requests for employment verification.
- Manages and maintains the Human Resource Information System (HRIS).
- Performs other related duties as required.
Knowledge, Skills & Abilities
- Ability to consolidate data to produce analytics and reports.
- Ability to understand and apply benefits administration principles.
- Knowledge of HRIS (Payroll) systems.
- Knowledge of applicable employment laws, FMLA, ADA, ERISA, ACA etc.
- Knowledge of compensation and wage structures.
- Knowledge of and experience with performing all payroll functions, including the generation of a full payroll cycle and reporting.
- Ability to build relationships with vendor personnel.
- Ability to effectively communicate benefits information to employees and make well- reasoned recommendations to management.
- Excellent problem solving and time management skills.
- Ability to maintain confidentiality and exercise discretion.
- Ability to handle confidential and sensitive issues with tact and diplomacy.
- Customer service orientation.
- Proficiency in Microsoft (Excel, Word, Power Point).
Required Education & Experience
- Bachelors degree in Human Resources, Business Administration or a closely related field and
- Five (5) years of payroll and benefits administration experience or
- An equivalent combination of education, training and experience.
Preferred Education & Experience
- CEBS, PHR or SPHR, SHRM-CP or SHRM-SCP
Licenses & Certifications
- Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge
- Florida Class E Drivers License may be required and must be maintained
Work Environment
This job operates in a professional office environment. The position routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. The physical demands consist of moving from one work location to another, sitting or standing at a workstation for extended periods of time and may involve lifting objects weighing up to 15 pounds.
