23907 - Engineering Manager Project Controls

Provide district-wide project controls leadership to construction management team. Conduct time and money analyses comparison of planned schedules and budgets versus field results. Provide post-award scheduling and time impact analysis support for change orders. Provide pre-award budget preparation as well as post-award budgetary reporting and change order cost estimation. Provide Notice of Intent to File Claim reviews. Resolve district-level claim issues. Provide guidance to field staff regarding change order language. Provide leadership and guidance for pre-ad CN activities via the Constructability Review Team (CRT). Assist the District Construction Engineer to evaluate district-wide progress related to statewide quality measures (on-time, on-budget, CQIP and ECR metrics). Monitor metrics; develop and implement improvement measures to meet or exceed state CQIP and Environmental Compliance goals. Provide leadership and guidance and assist the District Engineer with overall project management, to include planning, organizing, budget preparation, monitoring and directing work and resources. Coordinate and communicate with contractors. Provide guidance to field staff as needed to meet or exceed overall goals and compliance.

How you will contribute:

- Budget Oversight: Develop, manage and monitor budgets for assigned programs and projects in support of goals and objectives. Ensure expenditures do not exceed allocations. Manage budgets to ensure metrics are met.

- Engineering Management: Lead team and develop policies, procedures and practices in management of assigned engineering program area. Develop and provide technical guidance and recommendations on engineering projects.

- Evaluate Project Data: Review project management and financial tracking software to ensure accuracy. Research and resolve discrepancies. Attend field inspection, public hearings, field reviews and preconstruction conferences ensuring project details are resolved. Meet with engineering and construction groups to obtain additional information and to ensure understanding of key factors related to project. Perform special assignments in support of quality assurance.

- Identify Design and Construction Issues of Significance: Recommend improvements to construction quality and practices. Interpret plans and contract requirements. Provide technical advice to contractors, design and construction engineers. Conduct on-site field visits to ensure elements of design and construction are within contract scope and established standards and specifications. Review project documentation for completeness and identify areas requiring further detail. Conduct follow-up reviews with project staff and management to support implementation of recommendations. Identify costs and benefits related to recommendations. Report findings to management.

- Lead and Perform Quality Assurance and Quality Control Activities: Review contract construction projects to ensure contractor work is in accordance with plans, specifications and guidelines. Serve as district lead in project controls to include development of CEI budgets, monitoring expenditures, and developing and monitoring construction schedules. Conduct extensive constructability reviews. Attend concept meetings, field plan reviews and pre-construction meetings. Review plans and contract special provisions prior to construction work begin. Coordinate with ACEs in the preparation and review of work orders, NOIs and claims to validate necessity of work and level of federal participation. Provide field support on all NOIs. Investigate issues and provide balanced, contractually founded guidance on NOI response, correspondence, entitlement and damage assessments.

- Oversee Contract Administration Program and Staff: Ensure support to field to include initiating contracts, processing monthly estimates, performing finals, paying consultant vouchers and providing project management software field support and problem resolution. Provide technical and field guidance to construction staff. Provide guidance and recommend authorization of work orders and force accounts. Process contractor payments and CEI consultant vouchers.

- Project Management and Communication: Manage communication and coordination between project team members and stakeholders. Advise key stakeholders on significant issues affecting project schedules, milestones, budget objectives or team performance. Establish and maintain communications with project team members. Schedule and coordinate project team meetings and milestone reviews. Respond to project inquiries from public, legislature, government agencies, planning agencies, media, citizen groups, stakeholders and special interest groups.

- Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.

- Staff Training and Development: Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.

- Considerable knowledge of engineering construction principles and practices and highway construction processes.

- Considerable knowledge of federal, state and local transportation rules, regulations, policies and practices.

- Considerable knowledge of quality assurance and quality control methods.

- Considerable knowledge of transportation engineering principles and practices.

- Knowledge of general managerial and administrative and principles and practices.

- Knowledge of state and federal standards related to highway construction and design.

- Knowledge of strategic, operational and financial management principles, practices and techniques.

- Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management and employee development.

- Knowledge of the principles and practices of transportation project management and project engineering.

- Skill in providing and promoting good customer service to internal and external customers.

- Skill in the use of computers and software applications to include engineering software.

Minimum Qualifications:

- Budgetary experience to include monitoring expenses.

- Degree in Construction Engineering or related field.

- Experience applying methods of quality assurance and control, Critical Path Method (CPM) scheduling, claims avoidance, cost estimating, problem resolution and contract administration.

- Experience applying civil and design engineering and highway construction principles, practices and processes related to roadway, structures, drainage and environmental issues.

- Experience developing and monitoring construction schedules and researching, identifying and preparing detailed reports on review findings and recommendations.

- Experience interpreting contracts, special provisions and specifications and conducting extensive constructability reviews.

- Managerial experience with oversight of staff to include organization-wide guidance on construction and contract administration issues.

- Valid Professional Engineer's license.

- Valid driver's license.

Additional Considerations:

- Experience preparing CEI budgets, pre-award budgets and post-award reporting and cost estimations.

- Extensive experience in leading construction and engineering staff in resolution of transportation issues and in quality improvement applications for a range of projects.
