Job Summary:

The Program Manager will serve in a part-time, non-exempt role supporting TechSource/Salas OBrien programs serving LA PMO client, with planned emphasis across ALDW, IWE, and Heat Sources portfolios, as well as other projects as needed. This role is responsible for coordinating project execution, integrating scope, schedule, budget, staffing, risk, and performance information, and serving as a key interface among internal leadership, project teams, and client representatives. The Program Manager will help establish disciplined, repeatable project management practices while supporting delivery in a highly regulated national security environment. Employment and the associated job offer are contingent upon award of work by the client.

Responsibilities:

- Lead planning, coordination, and execution activities for assigned projects and task orders, including ALDW, IWE, Heat Sources, and other projects as needed, aligning scope, schedule, budget, resources, technical objectives, and client priorities.

- Serve as a primary program interface with client representatives and internal stakeholders; facilitate communication, track commitments, and support timely resolution of project issues.

- Develop and maintain program and project plans, schedules, milestones, staffing forecasts, cost estimates, budgets, and performance reporting appropriate to the scope of assigned work.

- Monitor program and project performance, funding, burn rates, deliverables, risks, actions, and changes; identify emerging issues and elevate items requiring management or client attention.

- Coordinate cross-functional activities involving technical staff, project controls, finance, contracts/procurement, operations, security, and other support organizations.

- Support task-order and subcontract administration, including scope development, work planning, funding coordination, change control, deliverable tracking, and period-of-performance management.

- Prepare concise monthly reports, dashboards, executive briefings, status updates, and other decision-support materials for internal and client leadership.

- Facilitate program and project risk identification, assessment, mitigation planning, tracking, and communication.

- Promote consistent project delivery practices, governance, standard operating procedures, and continuous process improvement across the portfolio.

- Mentor and coordinate project support personnel as assigned and promote accountability, collaboration, and effective execution.

- Ensure work is performed in accordance with applicable DOE/NNSA, LANL, contractual, safety, quality, security, and company requirements.

Qualifications and Experience:

- Bachelors degree in project management, engineering, business, technical management, or a related field; advanced degree preferred.

- 10 + years of program manager experience supporting complex programs for the US government with P&L responsibility over 40 million in revenue.

- Demonstrated experience managing or supporting complex federal, engineering, technical, capital, or national security programs in a highly regulated environment.

- Experience integrating project scope, schedule, cost, resources, risk, and performance information to support execution and management decision-making.

- Working knowledge of project controls disciplines such as integrated scheduling, cost estimating, forecasting, earned value management, baseline/change control, resource planning, and performance reporting.

- Ability to lead cross-functional teams and build effective working relationships with clients, technical personnel, project controls, finance, procurement, operations, and leadership.

- Strong written and verbal communication skills, including the ability to prepare executive-level reports, briefings, dashboards, and project status information.

- LANL, DOE, NNSA, or other nuclear/national security enterprise experience is strongly preferred.

- Department of Energy Q clearance required

Highly Desirable Qualifications:

- Certified Control Account Manager (CAM)

- Certified Project Controls Engineer (PCE)

- Project Management Professional (PMP) training or equivalent

- Earned Value Management System (EVMS) training, preferably through Humphreys & Associates

- Subcontract Technical Representative (STR) certification or experience

- Proficiency with Primavera P6 scheduling software

Travel :

Travel is expected to be limited and primarily driven by client, project, training, or team requirements. Specific travel expectations will be determined based on assigned portfolio needs.

Compensation & Benefits:

The expected hourly pay range for this non-exempt role is $70.00 - $83.00 USD per hour. Actual compensation will be determined based on a number of factors including skills, experience, qualifications, and location.

This position and any offer of employment are contingent upon TechSource/Salas OBrien receiving the applicable client award and sufficient funded work. Hours and project assignments may vary based on client and business needs.
