Job Description

The Principal OIG Liaison & Senior GRC Strategist serves as the agency’s foremost authority on federal audit readiness and strategic information security governance. This high-impact position bridges the gap between complex enterprise cloud environments and formal federal oversight. The incumbent will drive the overarching strategy for RMF governance and lead the agency’s critical technical relationship with the Office of Inspector General (OIG).

The ideal candidate acts as a high-level diplomat and policy strategist rather than a tactical administrator, successfully anchoring two critical mission areas:

- OIG Liaison & Oversight: Serving as the primary technical interface between cybersecurity leadership and external oversight bodies, ensuring agency systems maintain defensible, data-driven evidence.

- GRC Strategy & Governance: Leading the strategic vision for Enterprise Continuous Monitoring (ConMon) and Common Control frameworks across a multi-tenant cloud ecosystem utilizing diverse Common Control Provider (CCP) catalogs.

Operational Priority: During active Office of Inspector General (OIG) audits, evaluations, or critical oversight spikes, OIG Liaison and audit response duties take immediate and absolute operational precedence over all other strategic GRC responsibilities.

Responsibilities

OIG Liaison & Audit Oversight

- Principal Interface: Serve as the designated principal liaison for cybersecurity, information security, and Risk Management Framework (RMF) controls during external oversight reviews.

- Audit Governance: Lead and coordinate agency preparation, technical interviews, walkthroughs, and inspections for all cybersecurity-related OIG audit activities.

- Evidence Validation: Provide quality review and strategic validation of technical documentation, translating complex cloud realities into audit-defensible formats.

- Stakeholder Coordination: Facilitate critical communications among OIG personnel, Agency leadership, CIO/CISO organizations, and System Owners to manage expectations and resolve disputes.

- Response Management: Review draft audit findings for factual accuracy, coordinate agency management responses, and track remediation activities through formal closure.

GRC Strategy & Continuous Monitoring (ConMon) Governance

- Inheritance Governance: Guide and optimize the enterprise common control inheritance strategy, establishing governance standards for data normalization across internal CCP catalogs and external CSP/FedRAMP baselines.

- GRC Platform Logic: Define the functional requirements, compliance logic, and governance workflows within the enterprise GRC platform to optimize inherited controls.

- Telemetry Governance: Design the overarching strategy for automated Continuous Monitoring (ConMon) data workflows to ensure compliance telemetry from consuming systems accurately rolls up into executive dashboards.

- Federal Reporting Strategy: Establish data validation rules, metrics, and logic frameworks for complex federal data calls and automated FISMA reporting.

- Standards & Guidelines: Develop implementation guidelines, frameworks, and catalog syndication standards for System Owners, ISSOs, and cloud vendors to streamline hybrid inheritance.

RMF Governance & Enterprise Corrective Action

- Trend Analysis: Evaluate systemic trends across System Security Plans (SSPs), Security Assessment Reports (SARs), and Plans of Action and Milestones (POA&Ms) to identify enterprise gaps.

- Policy Translation: Interpret federal cybersecurity policies (OMB, NIST, CISA) and translate infrastructure realities into actionable agency compliance processes.

- Readiness Reviews: Conduct high-level readiness reviews and mock assessments to identify control deficiencies before formal external audits.

- Executive Briefings: Design dashboards and deliver executive-level status updates to Agency leadership concerning RMF compliance health, OIG risks, and remediation milestones.

Qualifications

- Education:
Bachelor's degree in cybersecurity, information technology, computer science, public policy, or a related field (or equivalent relevant experience).

- Experience : 8–12+ years of progressively responsible experience in IT audit support, cybersecurity compliance, RMF implementation, or federal oversight.

- Framework Mastery: Comprehensive, advanced knowledge of the NIST Risk Management Framework (RMF), specifically NIST SP 800-37, 800-53, and 800-137 (ConMon).

- Oversight Experience: Demonstrated experience directly managing responses to government auditors, inspectors, OIG, or comparable external oversight bodies.

- Cloud Compliance Core: Strong conceptual understanding of cloud security infrastructure, FedRAMP inheritance models, and shared responsibility matrices within hybrid architectures.

- Communication & Diplomacy: Exceptional diplomatic and communication skills, with a proven ability to negotiate tense situations and translate complex technical architectures to non-technical senior executives and auditors.

Preferred Qualifications

- Federal Context: Experience directly supporting a Federal Agency Chief Information Security Officer (CISO) or an Inspector General (OIG) organization.

- GRC Systems : Experience defining data workflows or governance trees within enterprise GRC tools.

- Certifications: Active professional certifications such as CISA, CGRC, CRISC, CISSP, CISM, or related audit/compliance credentials.

- The incumbent must exercise sound judgment in handling sensitive information and must comply with all applicable federal, Agency, cybersecurity, records-management, privacy, and information-handling requirements.
