As a Pavement Inspector, you will support the 647th Civil Engineer Squadron’s mission to deliver safe, reliable, and mission-ready infrastructure across Joint Base Pearl Harbor-Hickam. As the installation transitions facilities, utilities, and real-property management from Navy to Air Force oversight, you will help assess, maintain, and improve critical airfield pavement and roadway assets.

In this role, you will conduct Pavement Condition Index (PCI) surveys, maintain PAVER and BUILDER Sustainment Management System data, develop preventive maintenance plans, identify emerging pavement failures, and translate inspection findings into actionable maintenance and repair recommendations. Your work will support daily flight operations, protect Airmen, reduce infrastructure risk, and help keep the installation ready for critical missions.

As a Pavement Inspector, you will:

- Serve as the subject-matter expert for the Transportation Networks and Airfield Pavements (TNAP) Activity Management Plan (AMP).
- Conduct Pavement Condition Index surveys and condition assessments for airfield pavement and roadway assets.
- Develop preventive maintenance plans and identify emerging pavement failures that may affect safety, operations, or mission readiness.
- Maintain and perform quality assurance and quality control of PAVER and BUILDER Sustainment Management System data for airfield and roadway assets.
- Reconcile Geographic Information System (GIS) layers and correct pavement sectioning, asset attributes, and related data to support successful quarterly data-quality reviews.
- Translate PCI survey results into TNAP AMP products and contribute to annual TNAP and integrated AMP summaries.
- Recommend pavement maintenance and repair strategies, lifecycle timing, and actions that address infrastructure risk and mission impacts.
- Develop candidate pavement projects and requirements from PCI findings, including quantities, scopes, and technical narratives supporting DD Form 1391 packages and project requirement documents.
- Coordinate with the Cost Estimator and Project Manager to help ensure proposed project scopes are complete, technically accurate, and defensible.
- Support Wing Requirements Review Board meetings and prioritization cycles by converting pavement-condition and risk data into clear recommendations for the Integrated Priority List and spending plans.
- Analyze pavement-distress trends and performance history to recommend preventive maintenance methods and task frequencies.
- Prepare quarterly preventive maintenance optimization reports aligned with TNAP objectives.
- Produce mapping and visualization products, including pavement-condition heat maps, section-level overlays, and closure-phasing maps, to communicate infrastructure risk and project timing.
- Use GeoBase and GIS capabilities integrated with sustainment management systems to support pavement analysis, asset management, and stakeholder communication.
- Coordinate airfield access and operational impacts associated with pavement surveys and work, including Notice to Air Missions windows, runway and taxiway closures, safety escorts, and related operational requirements.
- Sequence pavement inspection activities to minimize disruption to installation operations and military flight missions.
- Issue formal risk and condition notifications when pavement degradation may affect flight safety or mission readiness.
- Document corrective actions, responsible parties, and associated timelines in AMP and Wing Requirements Review Board materials.
- Contribute to monthly status briefings and leadership updates covering pavement survey progress, data quality, preventive maintenance, identified risks, and project-pipeline health.
- Collaborate across Civil Engineer Squadron functions, including Operations, Engineering, Planning, Environmental, and Finance, to keep TNAP data, GIS information, and programming materials synchronized and auditable.
- Other duties may be assigned.

To be successful in this role, you’ll have:

- Pavement inspection certification from an accredited U.S. institution.
- At least five years of pavement inspection experience.
- At least three years of experience supporting military facilities or infrastructure.
- Ability to conduct pavement condition assessments and translate inspection results into maintenance, repair, and project recommendations.
- Ability to collaborate effectively with engineering, operations, planning, environmental, finance, cost-estimating, project-management, and leadership stakeholders.

Preferred Qualifications

- Experience using the PAVER Sustainment Management System.
- Experience with BUILDER Sustainment Management System, GeoBase, or Geographic Information System data.
- Experience preparing formal pavement risk or condition notifications.
- Experience engaging and communicating with technical, operational, customer, and leadership stakeholders.
- Current residence in Hawaii.
- U.S. citizenship.

Clearance and Base-Access Requirements

- Ability to obtain and maintain a favorable National Agency Check with Inquiries (NACI), or the applicable successor background investigation, as required by the final contract.
- Ability to meet all customer, federal, and installation-access requirements necessary to enter Joint Base Pearl Harbor-Hickam and perform assigned duties.

Location and Schedule

This proposed position is expected to be performed on-site at Joint Base Pearl Harbor-Hickam, Hawaii. Current Hawaii residency is preferred. The anticipated schedule is Monday through Friday during normal business hours.
