Project Analyst (Post Delivery Hull and Test Support) - Washington, D.C.

Position Description & Qualifications

Serco has an immediate need for a  Project Analyst (Post Delivery Hull & Test Support) in Washington, DC , providing direct support to the U.S. Navy Frigate Program Office r esponsible for the acquisition, construction, testing, delivery, and lifecycle transition of surface combatants. As a key member of the PMS 410 Post Delivery and Test team, you will work closely with Government and industry professionals as well as shipbuilders and other support personnel. In this role, you will:

- Support the Post Delivery PAPM through research, planning, organization, work package development, and coordination of assigned program activities.
- Serve as an action officer for the customer by analyzing assigned matters, developing recommendations, coordinating stakeholder input, tracking actions, and supporting timely resolution.
- Support CDRL development for Post Delivery Execution and the Planning Yard. CDRL-specific processes may be learned through on-the-job training.
- Review new work requirements and support verification that completed work meets applicable technical specifications.
- Facilitate Frigate Post Delivery Advance Planning meetings, coordinate follow-up activities, prepare meeting minutes, and track assigned actions through completion.
- Review and provide input on planning, strategy, and administrative process documentation for PDT&T and Post Delivery activities.
- Develop and maintain desk guides, lessons learned repositories, and other program documentation.
- Support the organization and management of program information within Microsoft Teams and SharePoint.
- Support the development and revision of the overarching Test and Evaluation Master Test Strategy and future Test and Evaluation Master Plan.
- Review and adjudicate stakeholder comments on Test and Evaluation strategies and plans in coordination with the appropriate technical and program authorities.
- Support and facilitate applicable Test and Evaluation working groups, including WIPTs, Cyber Working Groups, and DT Assist Design Reviews.
- Serve as the program liaison to the Risk Manager by coordinating risk information, tracking updates and mitigation actions, and supporting maintenance of the PDT&T Risk Register.
- Analyze program information and provide findings, recommendations, status updates, and related documentation to the customer and program leadership.

To be successful in this role, you will have :

- Current DoD security clearance or the ability to obtain and maintain a Secret security clearance within three months of hire U.S Citizenship required

- Bachelor's degree  Or an Associate's degree with minimum 6 years of relevant experience in lieu of Bachelor's degree
- Or a High School Diploma/GED with minimum 8 years of relevant experience in lieu of degree

- Minimum 4 years of relevant program office, ship production, or acquisition support experience
- Experience analyzing information, developing recommendations, coordinating stakeholder input, and tracking actions through completion
- Ability to facilitate working groups and communicate effectively with customer, program, and technical stakeholders
- Strong written communication, meeting documentation, organizational, and records-management skills
- Ability to work under general supervision while independently managing assigned actions and escalating matters requiring technical or program authority
- Proficiency in the M365 software suite including Outlook, Word, Excel & PowerPoint
- Ability to travel up to 10%, as needed

Additional desired expereince and skills:

- At least two years of relevant Navy or DoD experience preferred
- At least two years of Test and Evaluation experience preferred
