# Job Description Summary
The Risk Mitigation Government Contract Specialist is responsible for providing contract leadership and expertise to commercial and government project teams across the Grid Solutions Power Transmission (PT) business line. This role provides oversight of program property management needs and serves as the focal point within the government projects organization for contract-specific tasks, such as leading contract property disposition and the interpretation and negotiation of contract-level terms. Additionally, the Specialist manages risk processes during the commercial (Inquiry-to-Order) phase – including contract negotiation, risk review and approval, and overall support for the proposal generation process – to ensure commercial intensity and compliance with the Grid Solutions Deal Risk Management process (Policy 5.0). This role drives change through adaptation, improved rigor in deal-making and closure, and operational excellence, ensuring proper risk management throughout the deal lifecycle while remaining closely aligned to customer CTQs.
Job Description
1. Proposals, Tendering & Risk Management (ITO Phase)
- Lead the analysis of Requests for Proposals (RFPs), ensuring thorough contract reviews and the completion of all required compliance matrices prior to submission.
- Build and operate Risk Review sessions and "Deal Desks" (Levels 1-4) to drive early engagement, strategy development, and timely leadership approvals.
- Partner with commercial teams to prepare terms, conditions, and assumptions, ensuring an acceptable risk profile that balances deal dynamics with Grid Solutions’ strategic goals.
- Provide direction to Sales and Tendering teams on proposal quality, risk/opportunity assessment, and adherence to the Deal Risk Management (Policy 5.0) process.
- Own the ComOps risk process and governance tools, ensuring consistent, high-quality operations throughout the Inquiry-to-Order (ITO) phase.
- Utilize LEAN tools, win-loss analysis, and proposal post-mortems to take corrective actions and drive continuous improvement in offer quality and cycle time.
2. Contract Negotiation & Governance
- Lead complex contract negotiations, mapping customer needs to PT’s quality goals and strategic imperatives.
- Review and draft a wide range of commercial documents, including NDAs, MOUs, Lien Waivers, Assignment Agreements, and Estoppel Letters.
- Ensure full compliance with government regulations (FAR, DFARS, DEARS) and other commercial flow-down requirements.
- Provide ongoing guidance to project teams regarding contractual or legal queries during contract execution.
- Ensure a seamless hand-over of signed contracts and Purchase Orders (POs) to the Order-to-Remittance (OTR) phase.
3. Government Property Management & Compliance
- Establish and maintain records in the government property tracking system, ensuring strict adherence to FAR 52.245 and other applicable regulations.
- Perform regular audits and coordinate physical inventories of government property, reconciling results to ensure 100% accountability.
- Coordinate property disposition in accordance with contractual requirements and company procedures.
- Facilitate and serve as the primary point of contact for DCAA/DCMA audits regarding the property management system.
- Provide periodic accountability reports (e.g., DD 1662) to internal and external stakeholders.
4. Strategy & Operational Excellence
- Drive change management to challenge the status quo, reduce cycle times and costs, and improve service quality.
- Maintain deep knowledge of market trends, competitor actions, and customer requirements to identify new opportunities.
- Champion the adoption of standardized deal-making practices to ensure consistent risk profiles across the Power Transmission portfolio.
- Act as the primary interface between cross-functional teams (Legal, Finance, Tax, EHS, Sales, and Operations) to optimize sales solutions and ensure leadership alignment.
Basic Qualifications
- Bachelor’s Degree (and/or high school diploma/equivalent with 10 years of related experience),
- 10+ years of experience in government and commercial contract formation and execution.

Desired Qualifications
- Domain expertise with Commercial terms and conditions, UCC, Federal Acquisition Regulations, with emphasis on FAR Part 12 (Acquisition of Commercial Items) and Part 15 (Contracting by Negotiation), and DoD FAR Supplement (DFARS).
- Experience with various contract types (i.e., Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF)) and contract change management.
- Experience administering or executing a FAR 52.245 compliant government property management system.
- Proven ability to draft and negotiate contractual language.
- Professional certification by the NCMA, NPMA, or other relevant U.S. government contract organizations.

For candidates applying to a U.S. based position, the pay range for this position is between $108,600.00 and $181,000.00. The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set.
Bonus eligibility: discretionary annual bonus.
