Senior Civil Engineer / HPM

The Senior Civil Engineer serves as the Owner’s primary technical advisor for site development, land feasibility, and civil infrastructure. Demonstrated experience in design delivery will be leveraged within the owner’s advisory role. T his role provides design strategy, preliminary design, site selection due diligence, peer review of EOR design packages, evaluates mass earthwork balances, and oversees permitting strategy across municipal, commercial, industrial, and institutional programs.

Key Responsibilities

- Site Due Diligence & Pre-Development Feasibility:

Lead technical evaluations of candidate sites, reviewing geotechnical reports, topography, flood hazards, wetlands, and utility access to identify site risks prior to land purchase.

- Design Oversight & EOR Peer Review (Site Civil & Infrastructure): Peer-review 30/60/90% civil engineering deliverables (grading, drainage, paving, utility connections, erosion control) from third-party Engineers of Record (EOR).
- Evaluate site plans for constructability, code compliance, and cost efficiency.

- Mass Earthwork & Subsurface Value Engineering: Audit EOR cut/fill earthwork calculations and subgrade remediation strategies.
- Lead Value Engineering (VE) efforts on earthwork, pavement sections, retaining walls, and underground utilities to minimize CAPEX.

- Logistics & Master Site Layout Verification: Review site layouts for industrial and commercial functionality, ensuring adequate truck turn- radii , loading dock clearances, rail access, and heavy-duty pavement structures.

- Permitting & Entitlement Strategy: Map out local, state, and federal permitting requirements (NPDES stormwater, DOT access, municipal zoning, utility connections).
- Represent the Owner in meetings with municipal planning boards, utility authorities, and state environmental regulators to maintain project schedules.

- Technical Escalation & Conflict Resolution: Serve as the neutral technical expert in resolving design disputes between the Owner, General Contractor, and Engineer of Record.

Qualifications & Experience

- Education: B.S. in Civil Engineering.
- Licensure: Active Professional Engineer (PE) license .
- Experience: 10–15+ years of experience in site civil design, land development, or civil infrastructure engineering . Preferably with a strong background in municipal, master planning, commercial and/ or heavy industrial projects.
- Technical Breadth: Expertise in site due diligence, local municipality and utility navigation, mass earthwork analysis, stormwater management, geotechnical report interpretation, heavy industrial logistics layout, and environmental permitting.
- Communication: Exceptional technical writing and client presentation capabilities, with the ability to summarize site risk data into actionable recommendations for executive leadership. Preferable experience with industry boards, affiliates, etc.
- Valid Drivers License required
