POSITION TITLE: Perinatal and Pediatric Services Program Manager

REPORTS TO (TITLE):  Chief Operating Officer (COO)

SALARY RANGE:  $90,000 - $123,521 DOE

Job Summary:  The   Perinatal and Pediatric Services Program Manager provides operational leadership and oversight of Santa Rosa Community Health’s mobile and community-based health services with the goal of expanding access to perinatal, pediatric, developmental, behavioral health, and family support services for pregnant and postpartum individuals, children birth through age five, and families facing barriers to care. The Perinatal and Pediatric Services Program Manager will also oversee the Comprehensive Perinatal Services Program (CPSP) with services provided at campuses and via mobile health van and at community hubs.

This role will oversee all operational and budgetary components of mobile clinic and community-based operations including, but not limited to staffing, access, coordination and coordination with community partners budgets, reporting, performance improvement, and regulatory readiness in collaboration with clinical, operational, quality, finance, technology, community engagement, and executive leaders.

Duties and Responsibilities:

Strategic, Operational, and Workforce Leadership

- Leads mobile and community-based health expansion efforts including the planning and implementation of mobile health services, ensuring strong workflows are created and monitored and that services offered meet community needs.

- Translates goals into workflows, staffing models, timelines, performance measures, and accountable deliverables.

- Supervises, develops, and supports assigned staff through coaching, training, scheduling, workforce planning, and performance management.

- Advises the COO on performance, risks, access barriers, resource needs, and improvement priorities.

- Builds a collaborative, inclusive, and accountable team culture.

Mobile Clinic Operations and Patient Access

- Oversees daily mobile clinic operations, including schedules, staffing, patient flow, supplies, equipment, technology, safety, and partner-site logistics.

- Maintains workflows for outreach, registration, scheduling, documentation, referrals, follow-up, and transitions between mobile and clinic-based care.

- Ensures timely access, continuity, coordination, and positive patient experience for families facing barriers to care.

Community Partnerships and Engagement

- Fosters strong partnerships with organizations serving pregnant and postpartum individuals, children, caregivers, and families. Works collaboratively with partners to understand community needs and respond effectively.

- Coordinates outreach, referral pathways, partner meetings, and culturally responsive materials with community and internal teams.

- Evaluates mobile and community-based clinic locations based on need, accessibility, safety, privacy, geographic coverage, and operational feasibility.

- Represents Santa Rosa Community Health in funder meetings, collaborative planning, implementation reviews, and community learning activities.

Financial and Resource Management

- Develops and monitors the program budget, staffing allocations, productivity targets, supply/equipment expenses, and grant-funded expenditures.

- Reviews financial and operational performance, addresses variances with the COO, and supports sustainability planning.

- Ensures appropriate use of resources in accordance with organizational policies, funding requirements, and payroll/timekeeping processes.

Quality, Compliance, and Risk Management

- Leads quality improvement and monitors access, service, patient experience, safety, and outcome measures.

- Oversees complaints, grievances, safety concerns, corrective action plans, audits, funder reviews, and regulatory assessments.

- Ensures compliance with policies, protocols, privacy requirements, data-sharing agreements, and applicable regulations.

- Maintains patient confidentiality and promptly reports unusual incidents or practices inconsistent with organizational policy.

CPSP Oversight

- Oversees CPSP Coordinator performance across SRCH campuses to support safe, consistent care for participating patients.

- Oversees CPSP requirements across participating sites, ensuring site information remains current with Partnership HealthPlan of California (PHP) and the California Department of Public Health (CDPH).

- Coordinates updates to CPSP provider lists, including adding perinatal coordinators and clinicians as appropriate.

- Ensures CPSP protocols remain current and are consistently followed by perinatal coordinators.

Data, Evaluation, and Reporting

- Develops dashboards and reports on clinic events, services, referrals, continuity, demographics, patient experience, and program objectives.

- Ensures program data are accurate, complete, timely, documented, and used to improve quality, access, equity, and service delivery.

- Coordinates required screening data, demographic information, quarterly reports, program narratives, funder evaluation, training, and shared-learning activities.

Systems, Training, and Change Management

- Leads implementation and optimization of systems, technology, EHR workflows, reporting, and operational processes supporting mobile health services.

- Develops competencies, onboarding materials, training plans, procedures, job aids, and staff training for mobile workflows and program requirements.

- Plans and facilitates effective meetings that promote engagement, accountability, and follow-through.

Collaboration and Organizational Leadership

- Partners with clinical, nursing, behavioral health, patient access, quality, finance, HR, IT, facilities, and administrative leaders to clarify roles, decisions, responsibilities, and deadlines.

- Shares best practices and contributes to organization-wide standardization, improvement, and concise leadership updates.

- Performs other duties as assigned.

Qualifications

Minimum Qualifications:

Education and Experience

- Bachelor’s degree in health care administration, public health, nursing, social work, business administration, or a related field; at least four years of progressively responsible related experience; or an equivalent combination of education and experience required.

- Minimum four years of health care operations or program-management experience preferred.

- Minimum four years of supervisory experience, including oversight of supervisors, managers, or multidisciplinary teams, preferred.

- Complex, multisite, community-based, or mobile clinical operations experience strongly preferred.

- Experience in a Federally Qualified Health Center, safety-net health system, maternal and child health program, or publicly funded health initiative preferred.

- Bilingual English and Spanish, or another language reflective of the patient population, preferred.

Knowledge and Skills

- Strong strategic, operational, financial, and program-management skills.

- Advanced knowledge of clinical operations, patient access, scheduling, patient flow, staffing, and front- and back-office workflows.

- Demonstrated ability to improve systems, standardize workflows, and lead change.

- Experience with quality improvement, compliance, data reporting, and regulatory readiness.

- Strong leadership, coaching, team-building, communication, facilitation, and conflict-resolution skills.

- Ability to analyze complex information, solve problems, exercise good judgment, and manage multiple priorities and deadlines.

- Demonstrated commitment to health equity, cultural responsiveness, language access, and family-centered care.

- Proficiency with Microsoft Outlook, Word, Excel, and PowerPoint.

- Experience with Epic or another electronic health record preferred.

- Knowledge of developmental screening tools, including but not limited to ASQ, preferred.

- Current CPR certification.

- Valid driver’s license and reliable transportation required.

- Ability to travel between Santa Rosa Community Health locations and community partner sites.

- Lift up to ten (10) pounds.
