About this role

Purpose
Provide full project-management support for assigned USBP and AMO facilities projects and serve as the on-site contractor lead for the assigned location. The Site Lead keeps local contractor support aligned to the SOW and the Contract Program Manager, without taking authority that belongs to the Government client, COR, or Contracting Officer. 
 
Minimum qualifications
• Bachelor’s degree 
• Five (5) or more years of relevant experience 
• Experience in construction project management 
• Experience with Government contracting 
• No less than five (5) years of experience for the Site Lead designation
• Education requirements may be offset by additional relevant experience on a case-by-case basis with Government client and COR approval

Preferred qualifications
• PMP highly desired 
• OSHA 10-hour training preferred 
• Experience working with USACE, GSA, and FAA 
• Experience coordinating multi-disciplinary contractor teams at a government site 
• Experience with TRIRIGA, SAP, SharePoint, and WMS (or successor systems) 
• Strong customer-facing, facilitation, and issue-escalation skills

Primary Responsibilities
• Site Lead responsibilities
• Serve as primary or alternate Contract Site Lead for the assigned regional office or supported field location. 
• Be available to support the Government during normal business hours. 
• Act as the local contractor point of contact for onboarding coordination, staffing coverage, time/attendance issues that affect delivery, site access logistics, and day-to-day contractor performance concerns. 
• Coordinate assigned contractor personnel at the site (Project Managers, Facility Operations Specialists, Mission Support Specialists/Assistants, and other matrixed support) so tasking stays aligned to the SOW and Government client priorities. 
• Keep the Contract Program Manager and DC PM Lead informed of local risks, vacancies, travel needs, deliverable slippage, and customer issues. 
• Support the 30-day transition and ongoing surge/backfill coordination for the assigned site. 
• Reinforce contractor conduct, FOUO handling, GFE control, and site security requirements. 
• Do not administer the Government contract, direct inherently governmental work, or change cost, schedule, or contractual terms.
• Core project management responsibilities
• Support assigned facilities construction or alteration projects from initiation through closeout. 
• Work with USBP and AMO end users to develop and validate project requirements. 
• Work with USACE, FAA, and GSA on assigned construction projects. 
• Perform project planning and development; support real-estate and environmental requirements; provide risk, communications, scope, configuration, budget, and schedule support; and review contract RFPs. 
• Keep project data current in SharePoint, SAP, WMS, and TRIRIGA (or replacements), updated at least monthly and before monthly project-review calls.
• Construction management reporting 
• Track and report progress of alterations, construction, quality of work, and materials at least every other week. 
• Validate conformity with drawings, specifications, and good practices. 
• Recommend solutions from site visits through written reports and/or oral presentations. 
• Prepare a project-specific construction progress trip report for each construction-management visit. 
• Visit each assigned project site at least once per month.
• Quality assurance 
• Help develop and implement QA methods, acceptance criteria, milestones, and signatory procedures. 
• Support process control, metrics, risk analysis/mitigation, problem reporting, corrective-action follow-up, lessons learned, and monthly quality audits.
• Requirements, alternatives, oversight, and closeout 
• Assist with site visits, project evaluations, and development of PRDs, SOWs, or PWSs. 
• Coordinate inputs from end user, real estate, environmental, budget, project controls, and A/E partners. 
• Review a minimum of three alternatives for Government consideration. 
• Provide construction-site oversight and inspection support; submit a trip report for each related trip. 
• Review and consolidate closeout documentation (as-builts, O&M manuals, equipment lists, CAD files, and other final records) and support timely financial closeout/deobligation documentation.
• Configuration and risk 
• Support configuration/change control; provide cost and schedule-impact estimates for changes; submit change requests in TRIRIGA (or successor). 
• Conduct risk activities from inception through closeout using the PMO risk-estimation worksheet; review risks monthly and update the system of record.
• Related SOW duties
• Acquisition support — procurement timelines and milestones, acquisition documentation, requirements packages, market research/AoA support, and cost-estimating support as assigned.
• Funding management and budget — PRRs, SAP tracking, servicing-agency funding coordination, monthly TRIRIGA cost updates, and monthly funding/budget reporting.
• Facility operations management — monitor related maintenance work, assist with repair-solution documentation, environmental-task monitoring, and permit/warranty/equipment documentation in systems of record.
