About this role
PRIMARY OBJECTIVE
The Commercial Manager (CM) sits outside of the finance department, leading the design and development of tenders and commercial offer submissions.
Post award, the CM owns the commercial handover and framework to respective internal departments from pre-award through mobilisation, service delivery, contract management and final account close-out, ensuring the approved commercial baseline is understood internally, monitored against tender assumptions and protection of margins while maintaining company standards and service quality.
The CM is accountable for timely commercial visibility of revenue, cost, margin, cash flow, contractual obligations, commercial risk and recovery opportunities, while ensuring material issues are escalated to the CEO, the Executive Committee team or relevant operational managers and departments. This accountability extends to the monitoring of all successful commercial proposals and JV entities.
KEY COMMERCIAL DELIVERABLES
- Maintain a client register of current and future upcoming commercial opportunities
- Maintain a register of current costings and margins for tender cost inputs and negotiations.
- Coordinate the preparation, costing and validation of all commercial offers pre submission.
- Monitor contact performance post award vs pre-award costing and assumptions.
- Update project forecast inclusive of revenues, costs and margin impacts.
- Implement mitigations in the event cost escalation and margin reductions.
- Prepare and deliver contract handover packs for respective departments including Finance, OPS, JVs addressing key contract frameworks, deliverables and milestones.
- Maintain a register of contact variation, scope creep, additional works, risks and disputes.
EDUCATION / QUALIFICATIONS / EXPERIENCE
ESSENTIAL
- Minimum 5 years' relevant experience in commercial management, business development, tendering, contracts or a related function.
- Demonstrated experience preparing and coordinating tenders, proposals and commercial offers.
- Strong commercial acumen, including project costing, forecasting, margins, variations and contract interpretation.
- Demonstrated experience managing client and stakeholder relationships.
- Strong understanding of PNG business practices and ability to work effectively across diverse stakeholders and operating environments.
- Proven project management, leadership and teamwork capability.
- Strong analytical, critical-thinking, organisational and problem-solving skills.
- Excellent written and verbal communication, including professional proposal and report writing.
- High level of competence in Microsoft Office.
- High integrity, confidentiality and ability to manage commercially sensitive information.
PREFERRED
- Tertiary qualification in Business, Commerce, Management, Finance or a related discipline, or equivalent relevant career experience.
- Experience in PNG resources, energy, mining, construction, field services, camp services or related sectors.
- Experience working with joint ventures, landowner companies or multi-entity corporate structures.
- Formal training in contract management, commercial management or project management.
