Lead Risk Steward Oversight (RSO)

COMPLIANCE

The Compliance function is a Second Line of Defence (LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as “the First LOD”) to ensure that they effectively manage as “Risk Owners” the Regulatory Compliance risks inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Compliance function is a Risk Steward for several non-financial risks in accordance with HSBC Group’s Risk Management Framework (RMF)

Lead Risk Steward Oversight (RSO) will support the Country Chief Compliance Officer (CCO) in ensuring that HSBC’s operations in the country are effective in identifying, managing and mitigating Regulatory Compliance risk.

The responsibilities of the role holder are:

- Support local Compliance management in progressing strategic priorities across the Compliance function, while maintaining robust governance, oversight and control.
- Enable the Compliance function to fulfil its mandate as the central point of coordination for all Group/Regional activities relating to Regulatory Compliance (RC) risk.
- Establish and maintain an effective country-level reporting and oversight capability, ensuring timely, accurate and decision-useful information is provided to relevant governance committees.
- Work collaboratively with Group/Regional stakeholders and in-country RC sub-functions to deliver agreed services, acting as the primary point of contact for engagement and coordination.
- In partnership with other Compliance teams, develop and maintain the risk steward view on the effectiveness of the RC risk framework aligned to the Group Risk Management Framework, and ensure consistent communication through appropriate risk governance forums.
- Own and maintain the Regulatory Compliance risk taxonomy within the Group Risk Management Framework and sustain constructive working relationships with relevant Risk teams.
- Provide RC risk oversight through Risk Map, Risk Appetite Statement (RC RAS), KRI review, delivering comprehensive analysis and insightful commentary to senior management and through governance.

Lead development and ongoing management of the risk appetite framework (including methodologies, processes and policies), providing guidance and support to business on risk appetite-related matters

Principal Accountabilities: key activities and decision-making areas

The following principal accountabilities are aligned to the Compliance Services and Processes Model.

Impact on Business

- Oversee key Compliance policies, frameworks, and systems with country-level impact, ensuring the Group’s Regulatory Compliance risk exposure is identified, assessed, and managed in a commercially sensitive, pragmatic, and cost-effective manner.
- Provide clear, timely guidance and support on Regulatory Compliance risks to senior management, Compliance teams, and relevant stakeholders across the business, enabling informed decision-making and effective risk management

Customer / Stakeholders

- Provide RC reporting to line management as appropriate, ensuring matters are escalated in line with governance expectations.
- Ensure senior management are kept appropriately informed of all material RC risks, including emerging issues, key developments, and required management actions.
- Maintain effective engagement with relevant regulators, fostering constructive relationships and ensuring timely, accurate, and complete disclosure of information relating to RC risk matters.
- Maintain positive and professional relationships with other external stakeholders relevant to the Compliance agenda, supporting effective collaboration and alignment on regulatory and compliance priorities.

Leadership and Teamwork

- Build, maintain, and strengthen effective, professional working relationships with business management and Compliance stakeholders, supporting open communication and constructive challenge where appropriate.
- Execute the strategy for consistent sharing of RC risk knowledge, including relevant guidance, lessons learned, and best practice, to promote a strong and aligned compliance culture.

Operational Effectiveness and Control

- Develop and maintain a risk-based monitoring framework to assess the effective implementation and ongoing operation of RC risk policies, standards, and associated controls.
- Agree, oversee, and evidence the implementation and embedding of various RC requirements from Group and local policies within the country

Certifications, Qualifications and Experience

- Seasoned professional with experience in Compliance roles, governance or oversight of function in Compliance.
- Significant experience in the financial services industry, preferably within a large financial institution.
- Track record of delivery of significant change agenda.
- Proven ability to manage multiple issues and priorities and demonstrated judgment and poise in challenging circumstances.
- Lateral thinker with an ability to interpret and solve complex issues.
- Significant leadership experience and an experienced strategic thinker.
- Excellent communication and inter-personal skills, with experience of dealing with executives at all levels.
- Ability to develop practical, cost effective solutions to complex issues.

Professional background in Compliance risk or audit discipline.

Additional Notes: Familiarity with AI-enabled tools is an advantage.
