About this role

Purpose
Provide senior program, portfolio, real-property, project-analysis, and risk-management support to the BPAM PMO. Lead the quality and consistency of standard and ad-hoc briefings, portfolio data, and risk reporting, and coordinate assigned Program Analysts so leadership has reliable visibility into construction, sustainment, and operational performance.
 
Minimum qualifications
• Bachelor’s degree 
• Eight (8) or more years of relevant experience 
• Education requirements may be offset by additional relevant experience on a case-by-case basis with Government client and COR approval 
• Resume must be submitted and approved by the COR and Government client before start

Preferred qualifications
• Strong analytical, reporting, and communication skills 
• Prior experience with IBM TRIRIGA and SAP highly preferred 
• Experience leading program analysis for federal facilities, construction portfolios, or real-property programs 
• Experience preparing senior-leader and external briefings (monthly, quarterly, PMR, congressional/tasker support as assigned) 
• Experience building and governing risk-management processes, risk registers, and lessons-learned programs 
• Experience QA/QC’ing project documents and mentoring junior analysts

Primary responsibilities
• Senior analysis and coordination 
• Lead contractor-side quality control for portfolio, program, real-property, and risk products before they go to the Government client. 
• Coordinate work among assigned Program Analysts for recurring reports, briefings, and data calls. 
• Standardize templates, data definitions, and QA checks so internal and external reporting is consistent. 
• Advise the Government client and DC PM Lead on portfolio trends, data gaps, and risk themes. Do not make inherently governmental decisions.
• Facilitation and meeting preparation
• Facilitate meetings and ad-hoc working sessions: agendas, meeting control, action-item tracking, minutes, and stakeholder updates. 
• Support sessions that require stated objectives and actionable outcomes.
• Acquisition support
• Provide senior acquisition-analysis support, including timelines, milestones, documentation, plans, and performance measures. 
• Assist with requirements documents (SOW, SOO, PWS) consistent with USACE, FAA, GSA, CBP, HSAR, FAR, and applicable policy. 
• Assist with Market Research, Determinations of Findings, and Analyses of Alternatives (minimum of three capable vendors). 
• Assist with IGCEs and lifecycle-cost research and documentation as assigned.
• Portfolio analysis and reporting
• Develop and oversee standard and ad-hoc briefings and reports: request information from SMEs, analyze and validate data, prepare presentation products, and perform QA. 
• Provide program-level analysis and reporting on construction projects and facility/infrastructure sustainment, maintenance, repair, and operational costs. 
• Support reporting that improves processes, informs decisions, and gives senior management visibility into program performance. 
• Lead development, maintenance, and improvement of the risk-management program for the construction project portfolio, including risk registers, lessons-learned analysis at project completion, regular senior-management reporting, and technical review of project documents for consistent application of PMO risk strategy. 
• Prepare or oversee external briefings such as the Assistant Commissioner’s Monthly Report, AMO Monthly Project Update, USBP Monthly Project Update, bi-monthly AMO/USBP tag-ups (when requested), quarterly AMO and USBP meetings, and ad-hoc products. 
• Prepare or oversee internal briefings such as bi-annual Program Management Reviews, monthly project reviews, weekly Execution Plan, and ad-hoc products.
• Real property management
• Coordinate and participate in real-property management activities. 
• Develop and update the monthly Real Property Management Report. 
• Track inventory, update real-property inventory, account for Government real-property assets and equipment in the property and financial system of record, and keep documentation current. 
• Manage only real property and assets associated with Border Patrol and Air & Marine. 
• Maintain the facilities portfolio in TRIRIGA (or successor): keep data current, review for accuracy and completeness, and update after Facility Condition Assessments, master plans, and new construction or improvement projects. 
• Assist personnel across the organization with reporting, updating, or validating portfolio information. 
• Ensure owned assets have a current replacement value and Facility Condition Index (FCI). 
• Track square footage and space use by type and provide space-use reports as needed. 
• Assist in developing a portfolio-analysis database covering regional information, border distance/activity, facility operations and characteristics, energy and water data, capacity drivers, financials, and maintenance information. 
• Develop standard reports on a Government-defined frequency. 
• Track completion of TRIRIGA (or successor) real-property asset validation and record-cleanup activities.
• Project analysis support
• Support projects from initiation through closeout. 
• Perform or oversee project reporting, real-property reporting, and QA/QC of Project Requirements documents (PRDs). 
• Manage data in project-reporting databases; review change requests; review/draft IAAs; assemble presentations. 
• Track cost, schedule, and performance data and participate in project reviews.
• Risk management support
• Lead contractor support to identify, address, and monitor existing and future risks on current project initiatives. 
• Perform assessments of performance, schedule, and cost risk. 
• Provide risk-management baselines and support contingency and mitigation execution. 
• Prepare quantitative risk assessments and status reports. 
• Monitor effectiveness of mitigation strategies and communicate the impact of risk changes to management.
