Job Description:

The New York County District Attorney’s Office is seeking a Senior Investigative Analyst for the Intimate Partner and Sexual Violence Bureau’s (IPSV) IPV Misdemeanor Pre-Arrest Coordination Team (IMPACT) within the Special Victims Division.

IMPACT is a newly established initiative focused on conducting proactive, pre-arrest investigations in IPV misdemeanor cases, strengthening coordination with law enforcement and community partners, and ensuring survivors receive timely access to critical services and resources.

The Senior Investigative Analyst will work closely with the Director of IMPACT to identify appropriate cases for pre-arrest investigation, support the development of those investigations, coordinate with internal and external partners, assist in creating and implementing protocols for this new initiative, and maintain and analyze program data. The Analyst will also regularly represent IMPACT and the Office in meetings with the New York City Police Department (NYPD), community-based organizations, and other bureaus and units within the District Attorney’s Office.

The position also includes assisting with U visa law enforcement certifications, providing exposure to the intersection of criminal, civil, and immigration law.

This position offers a unique opportunity to help shape and implement a new initiative, gain experience with both criminal and civil matters, develop an understanding of immigration law through U visa certification work, and collaborate closely with prosecutors, law enforcement, survivor advocates, community organizations, and other partners.

Responsibilities include but are not limited to:

- Collaborating closely with the Director of IMPACT to review criminal complaints, domestic incident reports, police reports, and other materials submitted by the New York City Police Department and identify cases appropriate for IMPACT intervention and pre-arrest investigation.
- Assisting with pre-arrest investigations by obtaining and reviewing evidence, generating subpoenas and other records requests, analyzing documents and digital materials, and conducting searches of relevant databases.
- Coordinating with the Survivor Services Bureau by providing advocates with relevant survivors and case information to facilitate survivor outreach and the scheduling of interviews.
- Attending survivor and witness interviews to take detailed notes, assist with case documentation, identify necessary investigative follow-up, and support the development of the investigation.
- Serving as a regular liaison with NYPD personnel, community-based organizations, survivor-service providers, and other external partners regarding IMPACT cases, operations, and initiatives.
- Collaborating with bureaus, units, investigators, analysts, advocates, and other personnel throughout the District Attorney’s Office to facilitate investigations, obtain information, coordinate services, and advance IMPACT initiatives.
- Representing IMPACT and, when appropriate, the District Attorney’s Office at internal and external meetings, working groups, trainings, and community-partner meetings.
- Assisting the Director in developing, documenting, implementing, and refining policies, protocols, workflows, and best practices for IMPACT as the initiative develops and expands.
- Partnering with advocates from the Survivor Services Bureau and outside agencies to coordinate appropriate services, resources, and support for survivors.
- Assisting the Director with the preparation of U visa law enforcement certifications by reviewing case records and related materials to determine whether a matter involves qualifying criminal activity, preparing certification forms and supporting documentation, communicating with immigration attorneys and other relevant parties, and tracking requests through completion.
- Tracking, organizing, and maintaining comprehensive data regarding referrals, investigations, case outcomes, survivor engagement, services, and other IMPACT activities.
- Conducting data collection and analysis to identify trends, measure program activity and outcomes, and support evaluation and continued development of IMPACT.
- Preparing statistical reports, summaries, charts, Excel spreadsheets, PowerPoint presentations, and other materials for internal and external reporting, presentations, program evaluation, and strategic planning.
- Compiling and organizing discovery and other case materials to ensure accurate and timely preparation for legal proceedings.
- Drafting correspondence, memoranda, legal documents, protocols, reports, and other written materials with accuracy and attention to detail.
- Assisting with the development and delivery of training, presentations, and informational materials for NYPD, community partners, and Office personnel regarding IMPACT.
- Supporting special projects and other operational needs of IMPACT as the initiative continues to develop and expand.

In addition to the Minimum Qualification Requirements, candidates must possess the following:

- Must be fluent in Spanish and;
- Level 1 – Bachelor’s degree from an accredited college and two (2) cumulative year of work, internship, volunteer, or academic experience that demonstrates excellent organization, communication, writing, and problem-solving skills..
- Level 2 - Bachelor’s degree from an accredited college and three (3) cumulative years of work, internship, volunteer, or academic experience that demonstrates excellent organization, communication, writing, and problem-solving skills.
- Level 3 - Bachelor’s degree from an accredited college and four (4) cumulative years of work, internship, volunteer, or academic experience that demonstrates excellent organization, communication, writing, and problem-solving skills.

*Master’s degree can be substituted for years of experience. *

Preferred Requirements/Skills:

- Excellent organization, communication, writing, and problem-solving skills are essential.
- Proficient in Microsoft Office suite (Word, Excel, PowerPoint, and Access).
- Detail-oriented with the ability to follow directions and apply proper policies, procedures, and guidelines.
- Ability to learn, update, and edit existing proprietary applications and quickly learn and use various computer systems.
- Ability to work independently with frequent interruptions, manage deadlines, keep track of ongoing assignments, and adapt to changes in workflow.
- Comfort working in a team.
- Strong attention to detail and high concern for data accuracy.
- Ability to interact and communicate with all levels of staff, court representatives, law enforcement representatives and witnesses.

Additional Information:

- Current office employees: To be eligible for a transfer or promotion, staff must have already served at least one (1) year in their current unit/bureau/department and be in good standing. In addition, must meet the minimum and additional qualifications of the position.
- Looking for candidates that could commit to two (2) years to the hiring Unit.
- Authorization to work in the United States is required for this position.

Minimum Qualification Requirements:

- High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
- Education and/or experience which is equivalent to "1" above.
