Who are you?

The Director, Information Management will lead the Information Management practice across the Infrastructure Segment in Canada, overseeing the core capability streams of BIM, GIS/Digital Twin, and Document Control. This role is responsible for ensuring strategic alignment, integration, and governance across supporting digital services including Program Management Information Systems (PMIS) and Data Engineering.

The successful candidate will also serve as the Information Management Lead on a major aviation program, overseeing Document Control, BIM, and PMIS functions while providing executive-level client engagement and strategic leadership. This role combines major program delivery, service line leadership, and digital transformation to enhance organizational capabilities and market presence.

Job Description

Program & Practice Leadership

- Lead and manage BIM, GIS/Digital Twin, and Document Control capability streams, including team leadership, resource management, and performance oversight.
- Provide strategic direction and integration across PMIS and Data Engineering functions.
- Develop and implement Information Management strategies and Target Operating Models (TOMs) for major infrastructure and aviation programs.
- Support digital business growth through business development, proposal support, commercial management, budgeting, and service line development.
- Drive innovation and promote information management best practices across clients, project teams, and supply chain partners.

Governance, Lifecycle Delivery & Assurance

- Govern the complete information lifecycle from requirements definition through operational handover.
- Establish and maintain information governance frameworks, including OIR, AIR, PIR, EIR, and BIM Execution Plans (BEPs).
- Lead digital twin and asset information strategies integrating BIM, GIS, reality capture, and enterprise asset management systems.
- Direct supply chain assessments, quality audits, and compliance with ISO 19650 standards, including security requirements.
- Develop executive-level reporting, analytics, and dashboards that provide visibility into key information management metrics and program performance.
- Ensure successful asset information verification and structured handover to operational environments including CAFM, IWMS, and EAM platforms.

Qualifications

- 12+ years of Information Management, Digital Engineering, BIM, or related infrastructure experience.
- 5+ years leading multi-disciplinary teams and digital delivery functions.
- Strong experience with BIM, GIS/Digital Twin, Document Control, PMIS, and Data Engineering.
- Expertise in information governance, TOMs, OIR/AIR/PIR/EIR, and asset information management.
- Deep knowledge of ISO 19650 standards and digital delivery best practices.
- Experience advising executive-level stakeholders and clients.
- Professional designation (P.Eng., PMP, or IM certification) is an asset.
- Experience within aviation, transit, or major P3/alliance environments preferred.
