## Project Overview:
Bechtel is a global engineering, construction, and project management company. We work with customers to deliver complex projects that support infrastructure, energy, manufacturing, mining, and technology. As the need for skilled workers grows, Bechtel is focused on helping build the future workforce needed to deliver these projects.
## Job Summary:
The Workforce Partnerships Director is a leadership role focused on building external partnerships that strengthen workforce pipelines and increase the availability of skilled talent for Bechtel and the construction industry.
This role represents Bechtel with customers, government agencies, schools, labor organizations, industry groups, foundations, and community partners. The position leads efforts related to workforce development, training, talent attraction, public-private partnerships, workforce policy, and long-term workforce planning.
The person in this role will support Bechtel’s “Build the Future” strategy by helping improve the way people view construction careers, expanding access to training and certification, supporting workforce policy, and creating programs that can be used across markets.
"This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. ## Major Responsibilities:
- Strategic Partnership Development
Build and maintain strong relationships with customers, industry leaders, government officials, workforce boards, schools, labor organizations, and philanthropic partners.
- Identify and create partnerships that support workforce development and critical skills pipelines.
- Represent Bechtel in workforce groups, industry forums, trade associations, and policy discussions.
- Build partnerships that connect workforce investment with future industry needs and regional growth priorities.
Workforce Ecosystem Leadership
- Bring together industry, education, government, labor, and community partners to address workforce challenges.
- Create public-private partnership models that expand training capacity and workforce participation.
- Support workforce development models that can be repeated in different regions and markets.
- Help partners work together to build long-term talent pipelines for critical skilled roles.
Government & Policy Engagement
- Work with Government Affairs to support policies related to workforce development, training, skills-based hiring, credentials, apprenticeships, and labor mobility.
- Support engagement with federal, state, provincial, and local agencies to identify funding and workforce program opportunities.
- Promote workforce solutions that improve access to training, education, and career pathways.
Education & Skills Development
- Build relationships with community colleges, trade schools, universities, workforce groups, and training providers.
- Support the development of training programs, credentials, apprenticeships, and career pathways that match industry needs.
- Support workforce models that increase awareness, enrollment, completion, and job placement.
- Work with customers and partners to create training academies and workforce development centers.
Philanthropic and Community Investment
- Work with foundations, nonprofits, and workforce groups to create strong workforce programs.
- Identify opportunities for grants, philanthropic funding, and community investment.
- Create programs that deliver lasting community and economic benefits while supporting workforce needs.
- Build relationships with leaders and organizations working to improve workforce systems nationally.
Industry Awareness & Talent Attraction
- Lead efforts to increase awareness of construction and craft professional careers among students, educators, parents, veterans, women, and underrepresented groups.
- Support campaigns that promote careers in construction and infrastructure.
- Develop strategies that help people better understand the value and opportunity of skilled careers.
Program Leadership
- Develop the workforce partnership strategy, goals, governance, and performance measures.
- Provide leadership updates on partnership activity, market trends, and workforce results.
- Track partnership results and identify opportunities to improve or expand programs.
- Lead teams that support workforce development initiatives around the world.
## Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience in lieu of degree.
- 15+ years of experience in construction, engineering, project delivery, workforce development, labor relations, talent strategy, government relations, economic development, or a related field.
- Strong understanding of construction workforce needs, including craft labor, skilled trades, training pathways, labor markets, and project staffing challenges.
- Demonstrated experience building strategic partnerships with customers, industry partners, workforce organizations, government agencies, or labor organizations.
- Experience leading complex, multi-stakeholder initiatives in a construction, infrastructure, energy, manufacturing, or major project environment.
## Required Knowledge and Skills:
- Experience working with federal, state, or local workforce development systems.
- Experience securing grants, public funding, or philanthropic support.
- Understanding of apprenticeship systems, credentialing, workforce policy, and skilled trades education.
- Experience engaging with customers, industry associations, labor organizations, workforce boards, and educational institutions.
- Experience representing an organization in public speaking engagements, coalitions, and executive forums.
- Knowledge of workforce challenges impacting infrastructure, energy, manufacturing, technology, and construction sectors.
