What You'll Do:
The City of High Point's Police Department seeks to utilize the Civilian Specialist position to retain the services of recently retired staff who possess the skills, experience, and certifications to complete essential tasks and projects to further the department's operational mission.

This position is part-time and restricted to no more than 990 hours worked per Calendar year.

This is a professional non-sworn position within the High Point Police Department. A Civilian Specialist assists Detectives/Police Officers/Professional Staff assigned to complete essential operational tasks. An employee in this position may be used to assist in criminal cases, cold cases, recruiting functions for High Point Police Department employment, and special projects directed by the Chief of Police or his/her designee. The employee may also assist in cases involving high-profile matters and sensitive information.
They may gather physical evidence and ensure the integrity of the evidence, prepare detailed investigative and supplemental case reports, and communicate with follow-up Specialists regarding observations and processing actions under the supervision of a sworn member of the High Point Police Department.
This employee must be able to work without constant supervision and communicate professionally both verbally and in writing.
This employee works under the immediate supervision of the police supervisor to whom they are assigned. All work completed by this employee will be thoroughly examined by the Chain of Command where they are assigned.

Essential Tasks & Responsibilities:

Essential Tasks

- Assists the High Point Police Department with investigations.
- Assists with essential tasks when needed under the direct supervision of a sworn member of the High Point Police Department.Preparing preliminary and supplemental documentation as directed.
- Keeps detailed and comprehensive notes on assigned investigations/projects.
- Maintain any certifications and standards required for access to sensitive information and the completion of law enforcement-related tasks.
- Performs duties and tasks designated by the Chief of Police or his/her designee.

- Employee must be able to multitask and demonstrate working in a team setting.
- Candidate must demonstrate cultural sensitivity through tact and courtesy when dealing with individuals from various social, cultural, racial, and economic backgrounds.

Qualifications

- High school diploma or GED

- Must be previously sworn as a NC Law Enforcement Officer and separated in good standing.

- Preferred candidates will have 15 or more years as a prior law enforcement officer.

- Candidates must have been “Eligible for Re-Hire” when separating from previous law enforcement agencies.

- Must currently possess a valid driver's license issued by N.C (Note A valid driver's license Is a current driver's license that is not revoked, suspended, subject to limited restoration or conditional operation privileges)

- Must be able to work under the general supervision of the unit supervisor on a fixed work schedule.

- Successful completion of a polygraph and background investigation is required.

- Additional consideration will be given to applicants with related field experience / certifications.

- Eligible candidates must submit to an interview process, and drug screen if needed.

- Must be a US citizen.

- Obtain certification in NCIC/DCI.  (Per North Carolina Administrative Code - "A conviction of a crime or unlawful act defined as a Class B misdemeanor renders an applicant or certified DCIN user ineligible to become certified as a DCIN user when such conviction is within 10 years of the application date of the request for DCIN certification. A conviction of a felony or two or more Class B misdemeanors regardless of the date of conviction renders an applicant or certified DCIN user permanently ineligible to hold such certification).

- Preferred Skills : An equivalent combination of skills and experience sufficient to successfully perform the essential duties of the job such as those listed above.

- General knowledge of police department policies, procedures, rules, and regulations
- General knowledge of the City Code and NC Law. General knowledge of operations, services, and activities of a property and evidence program.
- General knowledge of methods, procedures, principles, practices, and terminology used in property and evidence handling, recording, preservation, storage, and release of evidence.
- General knowledge of office procedures, methods, and equipment including computers and applicable software applications.  Physical Requirements   Sedentary Work:   Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.  Reaching, Handling, and Fingering: (Reaching - Extending the hand(s) and arm(s) in any direction, but normally to the front or side).  (Handling - Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved).  (Fingering - Picking, pinching, or otherwise working with fingers primarily (rather than the whole hand or arm as in handling).

- Employee must reach to answer telephone, file, work with computer terminal, etc.  Handles various forms, documents, files, pencils, pens, etc. requiring use of hands and fingers. Talking and/or Hearing: (Talking - Expressing or exchanging ideas by means of spoken word).  (Hearing - Perceiving nature of sounds by ear).

- This is a clerical support position which requires contact with other City personnel and the public, so it is necessary for the employee to be able to communicate with people in person, by telephone and two-way radio.

- Seeing:  The ability to perceive the nature of objects by the eye.  Recommended guidelines for vision are:

- 1.  Acuity, far - Clarity of vision at 20 feet or more.  Both eyes 20/25 - R - 20/30 - L 20/30 corrected2.  Acuity, near - Clarity of vision at 20 inches or less.  Both eyes 20/253.  Depth Perception - Three-dimensional vision.  Ability to judge distance and space relationships to see objects where and as they actually are.  Depth Perception - 44.  Field of Vision - Area that can be seen up and down or to right or left while eyes are fixed on a given point.5.  Accommodation - Adjustment of lens of eye to bring an object into sharp focus.  This item is especially important when doing near-point work at varying distances from eye. All five aspects are judged to be important in carrying out the essential functions of this job.

1)  Minimum Reasoning ability associated with this classification:

Ability to apply principles of logical thinking to work tasks and practical situations and requests made by supervisors, other employees, or members of the public; to comprehend and respond to a variety of situations in an expedient manner.  Must work independently so good judgment is essential.

2)  Minimum Math ability usually associated with this classification:

Using Arithmetic:  Ability to use arithmetic when working with payroll records, reports, work sheets, work orders, etc. and when documenting telephone numbers and locations and/or addresses, etc.

3)  Minimum Language ability usually associated with this classification:

Read :  Ability to read policies, instructions, directions, report information, calendars, recording forms, file documentation, requisitions, vouchers, correspondence, and various other documents relating to the job.

Write :  Ability to write memos and figures, take messages and make various reports.

Speak :  Ability to be conversant in voice and diction so as to participate in discussions with supervisor, other employees, and the general public in person, by telephone and two-way radio.

Environmental Conditions

The worker is subject to Inside and Outside Environmental Conditions:  Protection from weather conditions but not necessarily from temperature changes however, the employee does run errands and must be outside in the various weather conditions.
