Senior Manager – Partner Management
Overview
The Oracle Health Federal Consulting team is seeking a Senior Manager to lead the subcontractor onboarding team and own the operating model that brings subcontractor personnel into the Oracle environment. This highly visible leadership role ensures subcontractors are fully ready to work in Oracle spaces while meeting contractual, compliance, security, access, clearance, training, system-readiness, and financial-alignment requirements unique to the federal space.
The successful leader makes complexity simpler: they work directly with subcontractor organizations and personnel, understand the technical, workflow, and financial dependencies that affect readiness and delivery, establish clear ownership and service levels, and translate risks, decisions, and progress into concise executive-level communication. This role offers the opportunity to lead a high-performing team while partnering directly with subcontractors, executive leadership, finance, supplier management, IT, security, operations, and delivery teams.
What You'll Do
- Lead, coach, and develop the subcontractor onboarding team, setting clear expectations, performance goals, and development plans for project managers and coordinators
- Own the strategic design, execution, and continuous improvement of the end-to-end process that brings subcontractor personnel into Oracle spaces across access, SSO, systems, workflows, security, clearance, training, and contractual dependencies
- Build and maintain strong working relationships with subcontractor organizations, supplier management, procurement, IT, security, and internal teams to coordinate each person’s onboarding into Oracle
- Establish the operating model, service levels, capacity plan, governance standards, and risk-management protocols needed to identify bottlenecks and unblock subcontractor readiness
- Create a high-accountability team culture focused on ownership, service, sound judgment, collaboration, and a strong subcontractor experience
- Lead executive communications and escalations, translating subcontractor onboarding status, technical dependencies, business impact, ownership, decisions, and recommendations into a clear story
- Drive scalable process improvements that strengthen subcontractor financial alignment, including forecasting, time-reporting, financial reporting, and data quality, without taking on day-to-day transactional processing
- Synthesize readiness, financial, and program data into executive-level reporting, strategic insights, and actionable recommendations
What You'll Bring (Basic Qualifications)
- 10 or more years of experience in technical onboarding, implementation, professional services, technical program management, or operational leadership, including people-management experience or readiness to step into a people-lead role
- Bachelor's degree in Business, Project Management, Information Systems, Supply Chain, or related field
- Technical fluency with Oracle access, SSO, systems, workflows, integrations, data, and security or clearance dependencies; engineering experience is not required
- Executive presence and communication skills, with the ability to explain complex operational, technical, and financial issues clearly and influence senior stakeholders
- Demonstrated success owning a complex workforce, subcontractor, onboarding, or implementation ecosystem where multiple teams control different dependencies
- Ability to lead and collaborate effectively in a fully virtual environment across distributed teams and subcontractor organizations
- US citizenship with the ability to obtain federal security clearance
Preferred Qualifications
- PMP, leadership, supply chain, or other advanced project management certification
- Experience leading subcontractor, vendor, supplier, contingent-worker, or workforce onboarding in highly regulated environments
- Experience in healthcare IT implementation, federal consulting, SaaS implementation, partner enablement, or workforce and vendor management
- Financial acumen and a proven record of using data, forecasting, time-reporting, and program insights to drive strategic process improvements

US: Hiring Range in USD from: $112,000 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
