About this role
Leidos' Health and Services Sector is seeking a Full Stack Developer & Automation Specialist to work onsite in Atlanta, Georgia
Position Summary
Help Protect the Nation's Emergency Medical Readiness
Leidos is seeking a Full Stack Developer & Automation Specialist to support the U.S. Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS).
The Strategic National Stockpile is responsible for ensuring lifesaving medicines, medical supplies, and emergency response capabilities are ready when the nation needs them most. The systems you support help enable coordinated response during public health emergencies, natural disasters, and other national incidents.
In this mission-critical role, you will design, build, and maintain custom software solutions and enterprise application configurations that support the nation's emergency preparedness and response capabilities. You'll develop front-end and back-end functionality, configure and support WebEOC and Microsoft 365 applications, build Power BI dashboards, automate operational workflows, and leverage AI-enabled productivity tools to improve emergency response operations. You will also work directly with Government stakeholders and end users to implement system enhancements, support daily operations, and ensure mission readiness.
This position is ideal for someone who enjoys hands-on development across the full stack — building and integrating web applications, automating business processes, and configuring enterprise platforms — while working directly with customers to solve operational challenges.
This position is full-time onsite in Atlanta, Georgia. Remote work is not available.
- U.S. Citizen or Green Card holder with the ability to obtain and maintain a Public Trust clearance.
Why Join This Team?
- Support a mission that directly contributes to national emergency preparedness.
- Work across the full technology stack — from JavaScript/HTML5/CSS3 front-end development to Java-based back-end services — alongside modern platforms like WebEOC, Microsoft 365, Power BI, and workflow automation tools.
- Collaborate with Federal emergency response professionals.
- Help improve systems that support critical public health and emergency response operations.
Primary Responsibilities
- Design, develop, and maintain full stack software solutions, including front-end interfaces (HTML5, CSS3, JavaScript) and back-end services (Java, JSON, XML, APIs/web services).
- Configure, administer, and maintain WebEOC (or similar enterprise applications) supporting emergency preparedness and operational response.
- Configure forms, workflows, routing logic, role-based access controls (RBAC), and application settings.
- Develop and maintain Power BI dashboards and operational reports.
- Design and implement workflow automations, using either custom code or low-code/no-code tools (e.g., Microsoft Power Platform) as appropriate to the use case.
- Integrate applications and data sources using APIs, JSON, and XML to support interoperability across systems.
- Support users by troubleshooting application and code-level issues, implementing approved enhancements, and providing technical guidance.
- Utilize Microsoft Copilot, ChatGPT, or similar AI tools to improve documentation, reporting, development efficiency, and operational processes while following Government-approved AI governance practices.
- Prepare and maintain technical documentation, configuration guides, operational runbooks, and training materials.
- Support configuration management, change control, system testing, and application sustainment activities.
- Collaborate with Government stakeholders to implement approved system enhancements and maintain operational readiness.
- Support emergency operations and surge activities as required.
Basic Qualifications
- Bachelor's degree in Computer Science, Information Systems, Engineering, or a related discipline, and 4+ years of relevant experience.
- Demonstrated full stack development experience, including front-end development (HTML5, CSS3, JavaScript) and back-end development (Java, JSON, XML, RESTful/SOAP web services, or similar).
- Experience with either: (a) enterprise low-code/no-code platforms such as Microsoft Power Platform, SharePoint, Salesforce, or Microsoft Dynamics, OR (b) custom application development using Java-based frameworks — candidates with strength in both are strongly preferred.
- Experience developing dashboards using Microsoft Power BI or equivalent reporting tools.
- Experience designing or supporting workflow automation (custom-coded or via Power Automate/comparable platforms).
- Experience using AI productivity tools such as Microsoft Copilot, ChatGPT, or similar technologies to improve workflows, documentation, or development efficiency.
- Strong troubleshooting, analytical, and customer support skills.
- Excellent written and verbal communication skills.
Preferred Qualifications
- Experience administering WebEOC or emergency management systems.
- ServiceNow experience.
- Experience supporting Federal Government agencies or emergency management organizations.
- Experience with Microsoft Power Platform, SharePoint Online, and Microsoft 365 administration.
- Experience with API integration, data interoperability, or systems integration projects.
- Experience developing technical documentation, operational runbooks, or user training materials.
- Familiarity with Section 508 accessibility requirements.
- Experience supporting regulated or compliance-driven environments.
Operational Requirements
Because this position directly supports the Strategic National Stockpile's emergency response mission, team members are expected to support operational readiness outside normal business hours when required.
- Full-time onsite in Atlanta, Georgia.
- Participation in an on-call rotation is required.
- Must be available for 24x7 on-call support and able to respond to mission alerts within 15 minutes, with the ability to report to the designated work location within 90 minutes when recalled.
- Must carry a mobile phone while on call.
- Must be able to prioritize multiple tasks and perform effectively during time-sensitive emergency response activities.
- Must be able to lift up to 50 pounds when supporting operational activities.
