About this role

NextGen Federal Systems is seeking a Procurement Analyst to work with us supporting our DHS customer in Washington, DC.  The Procurement Analyst provides strategic and operational procurement support for the Tethered Aerostat Radar System (TARS) Program. This position oversees the planning, coordination, and execution of procurement actions in accordance with federal acquisition regulations. The Procurement Analyst plays a critical role in ensuring compliance, cost-efficiency, and timely delivery of contract requirements in support of the mission.

Duties include but are not limited to:

•Provide engineering expertise for the detailed design, analysis, and development of structural and avionics modifications, ensuring adherence to design standards and applicable Federal Aviation Administration (FAA) or other airworthiness criteria.

•Support structural and avionics proof tests, including the design and coordination of test flight performance envelopes, profiles, and special maneuvers to verify structural performance.

•Determine necessary modifications to upgrade existing equipment to required standards.

•Assist with contracting activities, including technical specification writing, Statement of Work (SOW) preparation, and contractor performance monitoring.

•Perform and direct feasibility studies for aircraft modifications.

•Provide technical input for evaluating contract proposals.

•Support the development and adjudication of acquisition and requirements documentation.

•Serve as an aerospace engineering consultant to system managers.

•Provide technical and engineering support for the repair, modification, and sustainability of aircraft, avionics systems, and specialized mission equipment.

•Utilize FAA Inspection Authorization (IA) to perform required aircraft and systems inspections.

•Ability to support aircraft and mission systems test flights.

Required Education, Experience and Qualifications:

•Bachelor’s degree in professional engineering (aerospace, mechanical, systems, and electrical, industrial, or material science), or closely related discipline.

o Applicable engineering experience required in lieu of degree. (2 years)

•A minimum of 4 years of experience in the following:

o Experience developing and preparing system and aircraft requirements documents for competitive bidding on complex projects, including interpreting aircraft and vessel designs, engineering handbooks, drawings, and construction standards.

o Proven ability to advise supervisors and teams, recommending solutions or modifications to existing practices.

o Experience evaluating and administering aircraft contracts.

o Proficiency in evaluating industry market trends for current and projected technology to sustain and advance products applicable to operational requirements.

o Skilled in performing broad and complex aerospace, electrical, and mechanical designs and layouts.

o Experience with aircraft and systems, including conducting external and/or structural loads testing and analysis.

o Technical knowledge of aircraft or marine systems; aircraft avionics or marine navigation and communication systems; and sensor systems (e.g., radar, electro-optical/infrared sensors).

•Proficiency with Microsoft Office software, including Word, Excel, PowerPoint, Outlook, and SharePoint.

•Demonstration of strong writing skills (technical).

•Proficiency with interpreting technical drawings, engineering documentation, regulatory and certification processes and documentation.

•Proficiency in Computer-aided Design (CAD) software.

•Positive adjudication from a CBP Background Investigation.

•Position requires travel.
