About the Position
Are you energized by managing the day-to-day execution that keeps critical products moving through the supply chain? We are seeking a highly analytical, detail-oriented supply chain professional to support multiple semiconductor and memory commodities for HPE Networking sustaining products.
The Buy-Sell Procurement Manager II is focused on procurement execution, supplier management, inventory operations, and material availability. You will be responsible for translating supply plans into executable purchase orders, maintaining supplier commit dates, managing component allocations, and ensuring inventory is positioned to support manufacturing requirements.
As the primary owner of component supply execution, you will work closely with commodity managers, suppliers, distributors, inventory hubs, procurement teams, planners, ODM/CM partners, and operations teams to proactively resolve shortages, mitigate risks, and maintain continuity of supply. The ideal candidate thrives in a fast-paced environment, possesses strong analytical and Excel skills, and can effectively manage large volumes of data while driving operational excellence.
Key Responsibilities
Procurement Execution & Purchase Order Management
- Execute procurement plans by converting demand and supply requirements into purchase orders.
- Oversee the full purchase order lifecycle, including creation, maintenance, expedites, reschedules, cancellations, and closures.
- Monitor open purchase orders and ensure alignment between supply requirements and supplier commitments.
- Maintain accurate supplier Commit Request Dates (CRDs) and delivery schedules within ERP systems.
- Drive supplier follow-up activities to secure commitments and improve on-time delivery performance.
Supply Allocation & Material Availability
- Manage component allocations and supplier constraints to ensure material availability for production requirements.
- Review supply commitments, identify shortages, and take corrective action to minimize manufacturing disruptions.
- Coordinate allocation decisions across suppliers, distributors, manufacturing partners, and internal stakeholders.
- Lead shortage management activities and drive recovery plans for constrained components.
Inventory Hub & Operational Management
- Manage inventory health across multiple hubs, and manufacturing locations.
- Monitor inventory levels, replenishment requirements, excess inventory, and aging inventory.
- Drive inventory optimization while maintaining continuity of supply.
Supplier Management & Operational Excellence
- Serve as the primary operational interface within supply management teams.
- Track supplier performance, open order status, lead times, allocation updates, and delivery commitments.
- Escalate supply issues and drive timely resolution of shortages, delays, and delivery risks.
Reporting & Analytics
- Develop and maintain supply execution dashboards and reports.
- Analyze open orders, supplier commits, inventory positions, shortages, and allocation status.
- Provide regular operational updates and executive summaries on supply health and key risks.
- Identify process improvement opportunities to improve data accuracy, supply visibility, and operational efficiency.
Required Qualifications
- Bachelor's degree in Supply Chain, Business, Engineering, Operations, or a related field, or equivalent experience.
- 6+ years of experience in procurement, materials management, component planning, supply execution, or supply chain operations.
- Mastery in English and local language.
- Strong experience managing purchase orders, supplier commitments, and delivery schedules.
- Experience maintaining CRDs, lead times, open-order reports, and supply commitments.
- Advanced Excel skills, including PivotTables, complex formulas, Power Query, and data analysis.
- Strong understanding of semiconductor, memory, or electronic component supply chains.
- Experience working with ERP/MRP systems such as SAP, Oracle, or equivalent.
- Proven ability to analyze large datasets and translate findings into operational actions.
- Excellent communication, organization, and stakeholder management skills.
- Ability to manage multiple priorities and perform effectively in a dynamic, fast-paced environment.
Preferred Qualifications
- Experience supporting networking, server, or hardware manufacturing environments.
- Experience working with ODM/CM manufacturing partners and global suppliers.
- Knowledge of semiconductor allocation management and constrained supply environments.
- Experience managing distributor and inventory hub operations.
- Familiarity with supply chain analytics and business intelligence tools such as Power BI or Tableau.

- Drive timely execution of procurement activities and purchase order management.
- Minimize component shortages and production disruptions.
- Improve supply visibility through accurate reporting and actionable analytics.
- Build strong supplier relationships that support reliable and predictable component supply.
