JOB CONTEXT:
Since January 2024, HI has been responding to Sudan’s crisis. After having supported the implementation of a physical and functional rehabilitation project in Gedaref State by a local partner, HI is now implementing basic needs activities (WaSH, Food assistance) in Darfur and is in the process of opening an office in Wad Madani / Al Jazeera to implement a rehabilitation project and Mine Action project to start with. The advertised vacancy is part of that team and will support the development of this area.

HI is further engaged at the humanitarian coordination level to mainstream disability inclusion throughout the humanitarian response.

YOUR MISSION:
The East Sudan HASM, managed by the Country Director, is expected to support an opening in a new area for HI in a sensitive context. Therefore, key activities will include: identifying local resources, setting up minimum standards and protocols related to security, train local staff. Development of roadmaps will also be compulsory to support validation process for field movements.

General objective

- Finalize the security package for Khartoum et Jazeerah

- Support and train the HAS supervisor

- Support the implementation of rehabilitation and IHA activities under CDCS grant and Mine action activities.

Specific Objectives

1) Ensure the safety and security management of the team during assessment / exploratory missions and liaise with relevant actors for context monitoring

2) Complete and refine the context analysis in the areas of interest – including the security context:

Ø Areas Risk analysis (access, security, safety, legal, admin & log compliance, reputational including ethics, operational including technical perspective, road)

Ø Regular update of the contacts list in Khartoum and Jazeerah + Port Sudan

Ø Update security pack as the activities / team presence grows and becomes permanent in the areas of interest (Al Jazeera, Khartoum, Port Sudan).

Ø Specifically, for AVR activities – in collaboration with TFM – develop SOPs, provide recommendations, pre-requisite & conditions for the launch of operations, security management frame (HR set-up, material resources required, tracking system etc) and guidance in terms of partnering with local organization, including review risks analysis and mitigation measures

Ø Consolidate SOPs for access and movement for Jazeerah/Port Sudan/Khartoum

Ø Analysis of HI premises (office & GH) in Al Jazeera (and Khartoum if aplicable), make recommendations and monitor implementation of security improvement works

3) Keep actors analysis/mapping with focus on the areas of interest, contributing to the identification of potential operational synergies & collaboration. In this frame, amongst others:

4) Equipment of the Khartoum office & Guesthouse and training for all staff, based on the final package

5) ARCI and role and responsibilities with the HAS supervisor

Requirements

- Experienced profile: at least 3 years of experience managing security in highly volatile and remote environments, with preferred experience in Sahel region
- Willingness to travel to sensitive and remote areas within Darfur
- Fluent English is mandatory, Arabic will be a strong advantage
- Strong communication and negotiation skills, with capacity to produce clear and timely reports
- Strong level of analysis
- Strong interpersonal and intercultural skills
- Ability to deal with rapidly changing context and plan
- Ability to work independently and in a team under challenging conditions
