Job Summary

We are seeking a proactive, commercially focused, and results-oriented Procurement Coordinator to support procurement activities for services and materials within the Oil & Gas, Construction, EPC, and Industrial Services sectors. The ideal candidate should possess strong knowledge of procurement processes, supplier management, strategic sourcing, and contract negotiations.

The candidate must have hands-on experience in sourcing service-related categories such as accommodation, transportation, manpower, equipment rental, logistics, and subcontracting services, along with technical procurement experience involving pipes, fittings, instrumentation, and electrical equipment.

Key Responsibilities: Procurement & Sourcing

- Manage end-to-end procurement activities in compliance with company purchasing policies and procedures.

- Source and procure materials including pipes, fittings, valves, flanges, structural steel, instrumentation, electrical equipment, and construction materials.

- Issue RFQs, evaluate quotations, prepare commercial bid evaluations, and make sourcing recommendations.

- Negotiate prices, commercial terms, payment conditions, lead times, and contractual requirements with suppliers.

- Create and manage Purchase Orders (POs) and Service Orders.

- Ensure timely delivery of materials and services to support operational and project requirements.

- Source and manage suppliers for accommodation, transportation, logistics, equipment rentals, manpower supply, subcontracting, and other support services.

- Identify suitable hotels, labor camps, apartments, and staff accommodation facilities according to project requirements.

- Coordinate accommodation bookings and rental agreements while ensuring cost optimization.

- Maintain strong relationships with accommodation providers and real estate leasing companies.

- Manage transportation requirements including staff transportation, bus services, vehicle rentals, and logistics solutions.

- Develop and maintain a network of reliable transportation and logistics service providers across the UAE.

- Ensure availability of transportation services to support project mobilization and operational needs.

Supplier & Contract Management

- Identify, evaluate, and qualify new suppliers and service providers.

- Conduct supplier performance evaluations and maintain approved vendor databases.

- Support contract negotiations and framework agreements.

- Resolve supplier-related issues concerning quality, delivery, and commercial disputes.

- Monitor supplier compliance with contractual obligations and agreed service levels.

Cost Optimization & Market Intelligence

- Identify opportunities for cost savings and value improvement.

- Conduct market research, price benchmarking, and supplier analysis.

- Monitor market trends for materials, services, accommodation, transportation, and labor costs.

- Support procurement initiatives aimed at improving efficiency and reducing total cost of ownership.

Stakeholder Management

- Coordinate closely with Engineering, Operations, Projects, HR, Finance, Logistics, and Warehouse teams.

- Support project procurement planning and ensure alignment with business requirements.

- Provide timely procurement updates and reports to management.

- Maintain accurate procurement records and ensure audit readiness.

Qualifications

- Bachelor's Degree or Diploma in Supply Chain Management, Business Administration, Engineering, or related discipline.

- Minimum 3-4 years of procurement experience within the UAE.

- Experience in Oil & Gas, EPC, Construction, Industrial Services, or Facilities Management sectors.

- Proven experience in procurement of both services and technical materials.

Technical Knowledge

The candidate should possess strong knowledge of:

- Procurement and purchasing procedures.

- Strategic sourcing and supplier relationship management.

- Pipes, fittings, valves, flanges, and construction materials.

- Instrumentation and electrical equipment procurement.

- Accommodation and facilities sourcing.

- Transportation and logistics procurement.

- Rental and leasing services.

- Manpower services and subcontracting.

- Vendor evaluation and performance management.

- ERP systems (SAP experience preferred).

- Microsoft Office applications, particularly Excel.

Mandatory Requirements

- Minimum 4-5 years of procurement experience in the UAE market.

- Valid UAE Driving License (Mandatory).

- Willingness to travel across the UAE for supplier visits, accommodation inspections, transportation provider evaluations, vendor audits, and project site coordination.

- Strong network of suppliers and service providers within the UAE market will be an added advantage.

Preferred Candidate Profile

- Experience in Oil & Gas, EPC, Construction, Industrial Services, or Facilities Management industries.

- Strong understanding of both service procurement and technical material procurement.

- Established supplier network for accommodation, transportation, manpower, logistics, electrical, instrumentation, pipes, and fittings.

- Proven track record of achieving procurement savings and delivering commercial value.

- Ability to build long-term supplier relationships and drive continuous improvement initiatives.
