Overview

Nakupuna Companies is seeking to hire a full-time Civil Engineer to join our DoWEA Team. The candidate is Nakupuna’s primary civil infrastructure subject matter expert, and is responsible for conducting engineering assessments of site infrastructure across 45 educational campuses encompassing 185 unique real property structures. This includes evaluating stormwater drainage networks, utility distribution pipelines (water, sanitary sewer), vehicular roadways, pedestrian bridges, and retaining structures. This role requires significant travel to conduct on-site triennial assessments on 21 U.S. military installations throughout the Pacific Region, including Japan, Okinawa, South Korea, and Guam.

Responsibilities

Job Duties Include: The following reflects management’s definition of essential functions for this position, but management may assign additional duties and responsibilities at any time. Specific duties include:

- Facility Condition Assessments: Conduct comprehensive physical Facility Condition Assessments (FCAs) on institutional site infrastructure, evaluating site drainage, pavement condition, pedestrian walkways, and exterior utility distribution components. Perform direct rating inspections of facility civil and site components utilizing the USACE Sustainment Management System (SMS) BUILDER methodology.

- Data Collection & Deliverables: Enter collected civil infrastructure data, condition ratings, and material quantities into the Enterprise Sustainment Management System (E-SMS) within 90 days of completing each site visit.

- Real Property & Geospatial Validation: Verify DoWEA Real Property Information for all site assets listed in the Consolidated Asset List (CAL) (e.g., roads, parking areas, sidewalks, recreation areas, sports fields, fences, playgrounds). Capture geospatial photographs of site elements, ensuring Latitude/Longitude and time/date metadata are included to distinguish between multiple assets of the same type.

- Below-Ground Asset Tracking: Note and track any differences in utilities and below-ground assets against host installation real property records, ensuring they are accurately reflected in the reconciliation process (though not physically surveyed).

- FUS Markup Support: Support Facility Utilization Surveys (FUS) by verifying and updating site features and exterior elements (e.g., tracks, bleachers, canopies, benches) located within the site property lines.

- Deficiency Documentation: Document civil infrastructure deficiencies and conditions rated as “Amber (-)” or “Red” by providing detailed supporting comments and capturing representative photographs for the Data Asset Management (DAM) system. Determine the life cycle and next renewal needs for concealed or non-accessible civil components based on building age, environmental exposure, and available maintenance records.

Qualifications

Skills/Qualifications: The ideal candidate is familiar and has experience with the following technical knowledge, skills, and abilities:

- Demonstrated expertise in evaluating complex civil site infrastructure, including pavement networks, retaining walls, and utility distribution for institutional and commercial facilities.

- Proficiency in applying the USACE BUILDER Condition Assessment Guide methodology to civil and site components.

- Ability to estimate material quantities and accurately tag geospatial data for Real Property Inventory reconciliation.

- An active Professional Engineer (PE) license or Engineer-in-Training (EIT) credential is highly preferred.

Education & Experience: To meet contractual requirements, the successful candidate must possess:

- Bachelor of Science (B.S.) in Civil Engineering from an ABET-accredited institution

- Minimum of five (5) years of documented experience conducting engineering site infrastructure assessments, including stormwater networks, utility pipelines, roadways, bridges, and retaining structures

Physical Demands & Work Environment: Candidates are continually required to stand and walk, utilize their hands, and finger dexterity. Fieldwork requires extensive walking across large, geographically dispersed school campuses and visually inspecting exterior site infrastructure, pavement, and utility networks in varying weather conditions.

Clearance Requirements: Must be a U.S. Citizen. Secret clearance preferred. Must be capable of passing necessary background investigations, including an FBI Fingerprint Check and Tier 1 childcare investigation, to permit unescorted access within active school facilities.

Work Location: Work is performed at DoWEA Pacific Region military installations, requiring regular deployment to school campuses located in Japan, Okinawa, South Korea, and Guam. The ideal candidate will reside in or near one of our strategic hubs: Arlington, VA; Pax River, MD; San Antonio, TX; Charleston, SC; San Diego, CA; or Honolulu, HI.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $110,000.00 to $145,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees
