About this role
The incumbent will serve as a Technical Program Manager and Subject Matter Expert (SME) in Digital Test & Evaluation (T&E), with responsibility for helping translate traditional defense T&E requirements and workflows into modern, software-enabled test environments. The position requires a working understanding of how defense T&E is planned, executed, analyzed, and documented, combined with technical fluency in digital engineering, modeling and simulation, test-management software, data orchestration, DevSecOps, cloud and edge computing, and the integration of commercial software within government networks and security boundaries.
The incumbent will support efforts to prototype and operationalize an enterprise Digital T&E ecosystem that connects users, tools, data, models, simulations, test resources, and decision-makers across the T&E lifecycle. The objective is not to replace sound test discipline, but to make T&E faster, more continuous, data-driven, interoperable, and accessible to government and commercial users. The role will help identify where commercial software can reduce manual work, connect previously disconnected workflows, enable a persistent digital thread from mission need through test evidence, and accelerate the delivery of decision-ready information.
This Technical Program Manager will operate at the intersection of traditional T&E, digital engineering, software integration, and commercial technology adoption. The incumbent will be expected to understand the operational and acquisition context of military testing, work closely with test organizations, program offices, range and laboratory stakeholders, infrastructure and cybersecurity teams, operational users, and commercial vendors, and translate those needs into executable pilots, software requirements, integration plans, and transition strategies.
DELIVERABLES/SERVICES REQUIRED
● Lead and manage Digital T&E prototype efforts from problem definition and market research through technical diligence, pilot execution, user evaluation, and transition.
● Translate military T&E workflows, capability claims, operational needs, and program decisions into software requirements, user stories, integration requirements, acceptance criteria, and measurable pilot outcomes.
● Design and evaluate end-to-end T&E workflows that connect requirements, mission and systems engineering, modeling and simulation, test planning, test execution, test data collection, analysis, reporting, and decision support.
● Apply working knowledge of test strategy and design to help teams define Measures of Performance (MoPs), Measures of Effectiveness (MoEs), test objectives, data requirements, evidence thresholds, and the appropriate mix of modeling and simulation, laboratory, cyber, and physical-range testing.
● Serve as a technical integrator across Digital T&E tool categories including mission engineering, systems engineering / MBSE, DevSecOps and CI/CD, modeling and simulation, detailed test planning, risk management, test execution, test-data monitoring, test management, analysis, visualization, reporting, and data governance.
● Develop and validate digital-thread concepts that allow authoritative data and artifacts to flow between engineering, test, and assessment tools without unnecessary manual re-entry or duplication.
● Coordinate integration of commercial software into defense RDT&E infrastructure, including government and commercial cloud, edge environments, RDT&E networks, and classified/unclassified enclaves, while accounting for cybersecurity, identity and access management, data protection, interoperability, and accreditation requirements.
● Identify and resolve technical barriers associated with APIs, data schemas, metadata, containerization, software deployment, network connectivity, data federation, tool interoperability, and integration with existing systems of record.
● Work with Government test organizations, program offices, users, data owners, security teams, software vendors, and infrastructure providers to establish realistic pilot architectures and execution plans.
● Conduct technical due diligence of commercial software and emerging T&E technologies, assessing product maturity, architectural fit, interoperability, security posture, data rights, scalability, user experience, and potential to improve T&E outcomes.
● Create and lead collaborative teams of Government and commercial entities to prototype, integrate, test, and evaluate commercial Digital T&E solutions in operationally relevant environments.
● Develop executive-level briefs, test concepts, pilot plans, integration roadmaps, decision memos, and other technically sound documentation that clearly communicates program status, risks, outcomes, and recommendations.
The incumbent has responsibility to design, lead, and manage prototype projects leveraging rapid and non-traditional acquisition authorities where appropriate. The incumbent will use a problem-centric approach to identify high-value T&E bottlenecks, evaluate commercial solutions, and structure pilots that generate measurable evidence on whether a capability improves speed, quality, interoperability, data reuse, or decision advantage.
The incumbent will combine an understanding of military T&E and acquisition with knowledge of modern software architectures and commercial technology development. A central responsibility will be ensuring that promising tools do not remain isolated demonstrations: the incumbent must understand the technical and organizational work required to deploy, connect, secure, and sustain software inside defense environments and to integrate it into the workflows of test organizations and weapon-system programs.

● Participate in problem curation through engagement with test and evaluation organizations, program offices, ranges, laboratories, engineering organizations, weapon-system developers, operational users, infrastructure and cybersecurity stakeholders, and commercial companies.
● Maintain awareness of commercial and research-grade developments in digital engineering, test automation, AI-enabled T&E, data engineering, simulation, digital twins, software assurance, and test-management technologies.
● Support technical demonstrations and limited-user tests; develop success criteria and collect quantitative and qualitative evidence on user utility, technical performance, integration burden, and scalability.
● Help define reusable T&E templates, reference workflows, data standards, and interoperability patterns that can scale beyond a single program or pilot.
● Understand how acquisition, engineering, test, cybersecurity, network, and operational organizations interact, and translate their requirements into practical implementation paths for commercial vendors.
● Identify dependencies and approval gates early, including cybersecurity/RMF, cloud and network hosting, data classification and handling, software deployment, spectrum or range constraints when applicable, and other authorities that can affect pilot execution.
● Act as a bridge between test practitioners and software teams so that digital solutions preserve the rigor, traceability, configuration control, and evidentiary standards required for acquisition and fielding decisions.

Requirements
● Five or more years of directly relevant experience in defense Test & Evaluation, systems engineering, digital engineering, software-intensive acquisition, or a closely related national-security technical field.
● Working knowledge of the defense T&E lifecycle, including test strategy, developmental and operational testing, test planning and execution, MOPs/MOEs, risk management, data collection, analysis, reporting, and the role of modeling and simulation versus physical test.
● Demonstrated familiarity with one or more Digital T&E / digital engineering disciplines such as MBSE, mission engineering, modeling and simulation, digital twins, test management, DevSecOps/CI/CD, automated test, data orchestration, data analytics/visualization, AI/ML, or digital-thread architectures.
● Demonstrated ability to understand and manage software integration in defense environments, including APIs and data exchange, cloud and edge deployment, containerized applications, government networks, cybersecurity/RMF and ATO processes, identity/access controls, CUI and classified-data handling, and interoperability with legacy systems.
● Strong systems-thinking skills and the ability to translate operational and test-user problems into technically actionable software requirements and pilot architectures.
● Experience working across Government program offices, test organizations, engineering organizations, operational users, and commercial technology companies.
● Experience with rapid acquisition or non-traditional acquisition pathways such as CSOs and OTAs is highly desirable.
● Strong engineering literacy in a relevant discipline such as Systems Engineering, Software Engineering, Computer Science, Data Science, Electrical Engineering, Aerospace Engineering, Cybersecurity, or a related technical field.
● Demonstrated ability to lead diverse, cross-functional project teams and manage multiple technical workstreams with limited supervision.
● Outstanding executive writing, briefing, stakeholder-management, and technical communication skills.
SUPERVISORY CONTROLS
The incumbent works under the direction and guidance of the responsible Test & Evaluation / Strategic Integration leadership. The Government lead outlines general assignment objectives and priorities while delegating to the incumbent wide latitude for individual initiative, innovation, and independent judgment in planning, designing, and executing solutions to complex technical and programmatic problems. The incumbent is expected to produce technically and substantively accurate work, identify integration and execution risks early, and provide clear recommendations to senior Government stakeholders.
The incumbent will maintain close coordination with Government mission partners and commercial stakeholders and will be responsible for ensuring that prototype work remains aligned to user needs, measurable T&E outcomes, the broader digital T&E architecture, and viable transition pathways.
U.S. Citizenship required. Secret security clearance required; ability to obtain and maintain TS/SCI eligibility preferred.
