JOB SUMMARY:
The Vice President of Retail Operations and Procurement provides strategic and operational leadership for all retail locations, Base Service Center (BSC) operations, business development and sales, customer service, and the organization's procurement, contracting, and sourcing functions. The role drives operational excellence, revenue growth, financial performance, customer satisfaction, and mission impact while ensuring disciplined supplier and contract management and compliance with the AbilityOne Program.
JOB FUNCTIONS AND RESPONSIBILITIES:
Strategic & Operational Leadership
- Develop and execute an integrated strategy for retail, BSC operations, business development and sales, customer service, and organization-wide procurement that supports financial and mission objectives.
- Establish measurable goals, operating plans, budgets, and performance expectations for each functional area.
- Lead cross-functional improvements that increase efficiency, revenue, customer satisfaction, and mission impact.
- Evaluate and pursue sustainable growth opportunities, including new stores, expanded services, new contracts, strategic partnerships, sales channels, and sourcing strategies.
Business Development & Sales Oversight
- Provide executive oversight and performance direction to the Director of Business Development and Sales, establishing clear revenue, margin, market-share, and mission-employment goals.
- Review and approve business development and sales plans that expand existing accounts, generate qualified opportunities, develop new revenue streams, and increase blind work hours.
- Oversee sales pipeline development, customer research, lead generation, prospecting, account growth, forecasting, pricing, and margin and cost analyses.
- Guide the pursuit of federal, military, commercial, and multiple-award-schedule opportunities, ensuring proposed solutions align with organizational capabilities and strategic priorities.
- Ensure strong customer relationship management and coordination among Sales, BSC Operations, Retail Operations, Procurement, and other departments to support service quality, retention, and profitable growth.
BSC Retail Operations and Customer Experience Oversight
- Provide executive oversight and performance direction to the BSC Operations Manager and the Base Service Center network, ensuring accessible, high-quality service for employees and customers.
- Ensure consistent operating, merchandising, customer-service, training, and accountability standards across all BSC locations while meeting the needs of base communities, contracting officers, and federal customers.
- Oversee inventory controls, operational records, facilities, equipment, asset protection, maintenance, and corrective actions across BSC operations.
- Review BSC financial and operating results, expenditures, staffing, labor models, and resource utilization to improve efficiency, profitability, customer satisfaction, and AbilityOne labor-hour performance.
- Evaluate and approve equipment, materials, supplies, process improvements, and other operational investments within approved budgets.
Procurement, Sourcing & Contracting Oversight
- Provide executive leadership and strategic direction for procurement, sourcing, and contracting across all organizational divisions and departments, including retail and BSC operations.
- Lead organization-wide sourcing and procurement strategy and supplier negotiations to achieve best value, cost optimization, quality, service, and mission alignment.
- Own enterprise procurement savings targets and track realized savings, margin improvement, cost avoidance, and procurement ROI.
- Develop and execute organization-wide strategic sourcing, category management, bulk purchasing, vendor consolidation, and preferred vendor strategies.
- Build and manage strategic supplier relationships across the organization, covering performance, risk, pricing, quality, and service levels.
- Oversee organization-wide contract development, negotiation, administration, renewals, and compliance, including contracts supporting BSC and retail operations, to ensure pricing, deliverables, and obligations are clearly defined and met.
- Oversee organization-wide purchase order processes, approval workflows, spend controls, and procurement policies to ensure accuracy, timeliness, consistency, and compliance.
- Implement and optimize enterprise procurement and contract management tools to improve spend visibility, forecasting, compliance, and efficiency.
Financial & Performance Management
- Own the retail P&L while balancing profitability with the organization's mission-driven workforce commitments.
- Monitor KPIs, including retail and BSC profitability, sales pipeline, revenue growth, win rates, customer satisfaction, labor efficiency, inventory accuracy, procurement savings, supplier performance, spend under management, and AbilityOne labor-hour compliance, to drive continuous improvement.
- Strengthen inventory and cash management systems to safeguard assets.
- Ensure financial planning, forecasting, and reporting support strategic growth and mission sustainability.
- Use data-driven insights to improve productivity, pricing, product mix, and margin performance.
- Partner with Finance to evaluate profitability, cash flow impact, and financial risk before major procurement or contract commitments.
Mission, Compliance & Risk Management
- Ensure full compliance with AbilityOne Program requirements, including labor-hour ratios, documentation, and reporting.
- Partner with HR and Mission Services to support workplace accommodations, accessibility needs, and equitable employment pathways.
- Maintain compliance with federal contracting requirements, labor laws, and safety standards.
- Establish and enforce internal controls, policies, and audit-ready documentation across retail, BSC operations, contracting, and organization-wide procurement to reduce risk, shrink, and fraud.
- Oversee audits and corrective actions to keep mission integrity, compliance, and performance aligned.
People Leadership & Talent Development
- Directly supervise the Director of Business Development and Sales and the BSC Operations Manager and provide executive oversight for Customer Service.
- Lead, develop, and mentor a diverse workforce, with emphasis on advancing opportunities for employees who are visually impaired.
- Build a mission-centered leadership culture that encourages accountability, service excellence, accessibility, and inclusion.
- Ensure retail and procurement leaders are trained to supervise and support employees with disabilities in accordance with AbilityOne standards.
- Develop, coach, and lead high-performing teams across Retail Operations, BSC Operations, Business Development and Sales, Customer Service, Sourcing, Contracting, and Procurement.
- Serve as a strategic advisor to the CEO and executive leadership on retail and BSC performance, business development and sales, customer experience, organization-wide procurement, contracting, sourcing, and risk.

Qualifications
EDUCATION/EXPERIENCE:
- Bachelor's degree in Business Administration, Retail Management, Supply Chain Management, or related field required; MBA or advanced degree preferred.
- 10–15+ years of progressive retail operations leadership; multi-unit experience required.
- 3+ years of experience in procurement, contracting, supply chain, or related commercial leadership roles.
- Demonstrated experience in contract negotiation, supplier management, and cost/margin improvement.
- Demonstrated experience leading inclusive teams and supporting employees with disabilities, particularly visual impairments.
- Experience with federal contracting, military installations, government contracting, AbilityOne, and/or nonprofit organizations strongly preferred.
- Experience managing large teams (e.g., district/regional managers and store leaders).
- Professional certifications in contracting, procurement, or supply chain management are a plus, including CPSM, CIPS, CPM, or CCM.

- Proficiency with procurement, contract management, ERP, reporting tools, and Microsoft Office Suite.
- Ability to lead cross-functional initiatives and manage multiple priorities in a fast-paced environment.
- Strong organizational skills and attention to detail.
PHYSICAL REQUIREMENTS:
- Ability to travel up to 25% to retail locations, including military installations.
- Ability to work in a combination of office, retail, and warehouse environments.
- Ability to occasionally lift or move merchandise or supplies weighing up to 25 pounds when observing or assisting with store operations.
- Must be able to sit/stand for extended periods of time.
- Must be able to conduct repetitive motions on a daily basis (e.g., keyboarding).
