The Office of Revenue Management is under the Assistant Secretary for Administration located at DCF Headquarters in Tallahassee, Florida. The Office of Revenue Management is responsible for the funding analysis of DCF's Approved Operating and Budget plan, maintaining official revenue cash sheets and schedules, verification of budget amendment funding impacts, and the funding and assessment of policy impacting funding issues related to the Department's Legislative Budget Requests, including the application of Federal and State cost allocation principles coupled with coordination and communication of Federal Grant and Federal contract requirements with the various program offices.

What you will do: This is a professional position involving work supervising and directing employees within DCF Revenue Management’s Grants Finance Unit. This position spends most of the time communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure team coverage, and complete timesheets.

Under the supervision of this position, the Grants Finance team performs detailed financial and grant-related analyses to support compliant administration of federal and state grant funding, including OMB Uniform Guidance (2 CFR Part 200). Examples of tasks accountable to this position include the preparation of financial and federal grant reports, the performance of reconciliations to ensure accurate federal draws, and the analysis and subject-matter expertise of the Department’s cost allocation methodologies.

Job Duties and Responsibilities:

- Supervises employees by assigning work, reviewing progress and assessing performance. Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development.

- Direct provision or arrangement for the provision of staff development, training, and programmatic or administrative technical assistance to staff to assure the opportunity of meeting their fullest performance potential.

- Supervises and directs the preparation of a variety of financial reports and statements of varying recurrence schedules.

- Reviews for accuracy reports, working papers, and schedules prepared by staff for use in report preparation.

- Plans workloads, workflows, deadlines, work objectives and time utilization of employees.

- Develops and maintains policies and procedures; maintains and ensures compliance with internal and external control procedures in accordance with GAAP principles and standards.

- Performs other duties as assigned.

Education and/or Years of Experience:

A Bachelor’s degree in Finance, Accounting, or Business Administration, or similar fields and two years of experience in similar fields OR;

An Associate’s degree in Finance, Accounting, or Business Administration, or similar fields and at least 4 years’ experience in similar fields OR;

High School diploma or GED equivalent and at least 6 years’ experience in Finance, Accounting, Business Administration or similar fields.

Required Knowledge, Skills, and Abilities:

- Knowledge of methods of data collection and analysis.

- Knowledge of basic management principles and practices.

- Knowledge of state budgeting processes, including the preparation and processing of non-operating budget amendments in accordance with applicable fiscal procedures.

- Skilled in Microsoft Office Suite, specifically proficient in Excel and Word.

- Skilled at presenting information and data to key stakeholders in-person and online.

- Ability to supervise employees.

- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.

- Ability to understand and apply applicable rules, regulations, policies, and procedures.

- Ability to organize data into logical format for presentation in reports, documents, and other written materials.

- Ability to conduct fact-finding research.

- Ability to utilize problem-solving techniques.

- Ability to work independently.

- Ability to plan, organize and coordinate work assignments.

- Ability to communicate effectively with internal and external customers, including but not limited to program and budget staff, to clarify financial data, resolve discrepancies, and support timely reporting.

- Ability to organize and conduct leadership level meetings on the financial, budget, and/or grant activities effected by programmatic expenditures and funding utilization.

- Ability to establish and maintain effective working relationships with others.
