Pay Range: $70,000 - $79,000 annually
JOB SUMMARY:
The Dually-Licensed Mental Health Professional / Licensed Alcohol and Drug Counselor (LADC) provides integrated mental health and substance use disorder (SUD) treatment services for individuals experiencing co-occurring disorders. This position combines clinical mental health assessment, diagnosis, and psychotherapy with substance use disorder assessment, treatment planning, counseling, and recovery support.
The clinician is responsible for delivering comprehensive behavioral health services through individual therapy, group counseling, diagnostic and substance use assessments, treatment planning, crisis intervention, psychoeducation, and care coordination. The position requires close collaboration with interdisciplinary team members and adherence to Minnesota Department of Human Services (DHS), 245G, and mental health treatment standards. The clinician will maintain a balanced caseload consisting of approximately 50% mental health services and 50% substance use disorder treatment services.
PRIMARY JOB DUTIES :
Under the direction of the SUD and Mental Health Program Managers, the Dually-Licensed Clinician will:
- Maintain a minimum of 26-28 direct service hours per week through a combination of mental health and substance use disorder services.
- Complete Mental Health Diagnostic Assessments and comprehensive Substance Use Disorder Assessments utilizing ASAM criteria and applicable DHS requirements.
- Develop and maintain Individual Treatment Plans, Initial Service Plans, Continuing Care Plans, Treatment Plan Reviews, and Discharge Summaries.
- Provide evidence-based individual therapy and substance use counseling for clients with co-occurring disorders.
- Facilitate mental health, substance use disorder, and co-occurring disorder groups.
- Provide psychoeducation related to mental health, substance use disorders, relapse prevention, recovery, emotional regulation, trauma, and wellness.
- Document all clinical services, assessments, treatment plans, progress notes, case reviews, and discharge documentation within agency-required timelines.
- Utilize clinical judgment to assess client functioning, identify treatment needs, and recommend appropriate levels of care.
- Conduct crisis assessments, safety planning, and de-escalation interventions as needed.
- Collaborate with psychiatrists, medical providers, probation officers, social service agencies, schools, referral sources, and family members to coordinate care.
- Participate in interdisciplinary treatment team meetings, staffing, and case consultations.
- Provide telehealth services in compliance with Minnesota regulations and agency guidelines when appropriate.
- Ensure all client records are complete, accurate, and compliant with DHS, 245G, mental health, HIPAA, and agency standards.
- Participate in required supervision, staff development, and continuing education activities.
- Follow all agency safety, confidentiality, and professional conduct policies.
- Perform other duties as assigned.
KNOWLEDGE & SKILLS:
- Strong knowledge of co-occurring mental health and substance use disorders.
- Expertise in mental health diagnosis, treatment planning, psychotherapy, and recovery-oriented care.
- Knowledge of ASAM criteria, 12 Core Functions, and substance use disorder treatment best practices.
- Ability to integrate mental health and substance use disorder services into a unified treatment approach.
- Strong clinical assessment, crisis intervention, and risk evaluation skills.
- Ability to facilitate both individual and group counseling effectively.
- Knowledge of trauma-informed, culturally responsive, and person-centered treatment practices.
- Understanding of HIPAA regulations and client confidentiality requirements.
- Strong documentation and case management skills.
- Effective verbal and written communication skills.
- Ability to maintain professional boundaries and ethical practice standards.
- Competence utilizing electronic health records and telehealth technology.
- Ability to work independently while collaborating effectively within a multidisciplinary team.
- Strong organizational skills with the ability to manage multiple responsibilities and deadlines.
- Understanding of criminal justice, community resources, and social services systems impacting clients.
REQUIRED QUALIFICATIONS:
- Minimum age: 18 years.
- Must hold a current LADC or ADC-T license in the state of Minnesota.
- Active Mental Health Professional license in Minnesota (LPCC), or Clinical Trainee of Therapy working toward licensure under supervision.
- Completion of 12 hours of training in co-occurring mental health disorders (within 6 months of hire if not already completed).
- Minimum of two years’ experience with clinical mental health diagnosis and psychotherapy treatment.
- Knowledge and understanding of implications of parts 9530.6405 to 9530.6505, 9543.1000 to 9543.1060, and Minnesota Statutes, chapter 245A, and sections 626.556, 626.557, and 626.5572.
- Knowledge and understanding of implications of MN Statures 245.462 and 256B.0757. Rules 9505.0370 through 3505.371, subp.5, item D. MN statutes 256B.0625, subd. 20, 245.461 to 245.468, 245.487 to 245.4887, and Minnesota Rules 9505.0322, and 9520.0900 to 9520.0926. Minnesota Statutes 256B.0943and 256B.0623. 256B.02, subdivision 7, paragraphs (b) and (c) and the MN MHCP provider manual for mental health services.
- Adherence to MN Statutes 604.20 and 604.205 regarding sexual exploitation.
- Successful completion of the MN Department of Human Services background study.
PREFERRED QUALIFICATIONS:
- 1–2 years of experience working with clients struggling with substance use.
- 2–3 years of experience providing Outpatient or Intensive Outpatient treatment.
- Strong computer literacy skills.
- Experience working with trauma, attachment difficulties, emotional and behavioral escalations, and complex family systems.
- Experience working with and/or delivering services to diverse populations.
- Experience providing telehealth or hybrid clinical services.
- Experience working within integrated behavioral health or co-occurring disorder programs.
- Experience with Ritten electronic health records.
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS:
- Work is primarily in an office or clinical setting.
- Typical environment includes individual counseling rooms, group therapy rooms, and standard office settings.
- Physical demands include the ability to sit or stand for extended periods, facilitate group sessions, and occasionally lift or move materials up to 25 lbs.
- Requires use of office equipment, including computers, phones, and filing systems.
- Ability to observe client behavior, read and interpret documentation, and respond to verbal and non-verbal cues.
- Work may involve emotionally intense or unpredictable client interactions; ability to manage stress and respond calmly to crises is essential.
- Must follow all safety protocols to ensure personal, client, and staff safety.
CONTINUED EDUCATION AND TRAINING:
- Complete continuing education courses required to maintain active LADC/ADC-T and Mental Health Professional licensure.
- Opportunities for additional specialized training.
- Attend mandatory in-house training sessions and staff meetings as scheduled.
- Stay current regarding professional research, techniques, theories, and ethics.
