The candidate must be a former U.S. Marine with prior MARSOC service, deep mission knowledge, and established professional relationships within the MARSOC community.

Maintain trusted relationships with operational leaders, training personnel, requirements owners, program managers, resource managers, contracting personnel, and industry partners. Identify mission needs, funding considerations, and acquisition timelines.
- Opportunity development: Identify new requirements, recompetes, task orders, and subcontracting opportunities. Research incumbents, competitors, acquisition forecasts, and contract vehicles. Qualify pursuits against customer need, funding, capability fit, competitive position, and profitability.
- Capture management: Lead assigned capture plans, customer engagement strategies, competitive assessments, win themes, teaming approaches, milestones, and risk-reduction actions. Support bid/no-bid recommendations and capture planning.
- Solution and proposal development: Collaborate with operational experts to develop training, exercise, instructional, planning, analytical, logistics, and mission-support solutions. Prepare capability statements, white papers, sources-sought responses, RFIs, and proposal content.
- Teaming: Identify and assess partners based on relevant experience, customer access, contract vehicles, past performance, and staffing capabilities. Support teaming arrangements and workshare discussions.
- Pipeline and execution: Maintain opportunity records, forecasts, customer engagement notes, and next actions. Brief leadership on pursuit status and support proposal reviews and post-award handoffs.
Requirements
- Former U.S. Marine with documented MARSOC service and substantial firsthand knowledge of MARSOC training, exercises, operations, readiness requirements, and contracted support.
- Current Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access.
- Established vehicles: Understand IDIQs, task orders, GSA schedules, standalone contracts, prime/subcontractor strategies
- Direct experience qualifying federal opportunities, developing capture strategies, and preparing proposals.
- Working knowledge of government acquisition and contracting.
- Strong writing, briefing, organization, and relationship-management skills.
- Ability to work independently, coordinate distributed teams, and manage multiple opportunities and deadlines.
- Residence near Camp Lejeune / Jacksonville, North Carolina, with availability for regular local engagements and travel as required.
Preferred Qualifications | Education Requirements:
- Retired O-5 or higher, or retired senior NCO, with significant MARSOC leadership experience.
- Experience at MARSOC headquarters, operational formations, or the Marine Raider Training Center is strongly preferred. Broader USSOCOM experience and demonstrated contributions to federal contract wins are desirable.
- Acquisition: Understand the federal acquisition lifecycle, customer and contracting roles, solicitation, evaluation, award, and transition. Working knowledge of FAR and DFARS required.
- Contract vehicles: Understand IDIQs, task orders, GSA schedules, standalone contracts, prime/subcontractor strategies
- Capture strategy: Develop win strategies based on customer priorities, incumbents, competitors, past performance, differentiation, and price. Understand best-value and LPTA evaluations.
- Small business: Understand SDVOSB, HUBZone, set-asides, teaming, workshare, limitations on subcontracting, and similarly situated entity requirements.
- Research: Support staffing, pricing, fee, travel, ODCs, and price-to-win analysis. Use SAM.gov, USAspending.gov, GovWin, acquisition forecasts, and pipeline tools while following procurement-integrity and confidentiality requirements.
- Familiarity with USSOCOM acquisition channels, relevant acquisition/capture/proposal training.
Work Location: Remote – Jacksonville/Camp Lejeune, North Carolina area (28540)
This is a remote position; however, candidates must reside within practical driving distance of Camp Lejeune/MARSOC headquarters and be available for recurring in-person meetings and engagements as required.
