About this role
Under the direction of the Intel Manager, the Senior Intelligence Analyst leads intelligence analysis efforts to identify, assess, and communicate security risks affecting the Tribe and Enterprise. This role produces actionable intelligence on a wide range of threats, including criminal activity, workplace violence, insider threats, emergency management, public safety, and fire and life safety concerns.
The Senior Intelligence Analyst provides guidance and mentorship to Intelligence Analysts, oversees the quality and accuracy of intelligence products, and supports informed decision-making through timely, reliable, and strategic threat assessments. Exceptional analytical, communication, and organizational skills are essential to successfully prioritize work, coordinate team efforts, and enhance organizational resilience and security.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Analysis & Threat Assessment
- Conducts comprehensive threat analysis and develops tactical and strategic intelligence assessments to identify emerging threats, risks, hazards, and security concerns impacting organizational operations, personnel, assets, and interests.
- Utilizes the intelligence cycle to collect, evaluate, analyze, and disseminate timely, accurate, and actionable intelligence products that support executive and operational decision-making.
- Produces high-quality written reports, briefings, and intelligence products that transform complex information into clear, concise, and actionable recommendations.
- Provides near real-time situational awareness and intelligence support to security operations through the identification, assessment, and reporting of evolving threats and incidents.
- Applies established analytical methodologies and critical thinking techniques to develop objective, evidence-based conclusions and recommendations.
2. Collection, Research & Data Analytics
- Conducts continuous intelligence collection and threat monitoring utilizing intelligence databases, open-source reporting, analytical platforms, and other trusted information sources.
- Validates information, assesses source reliability, and ensures intelligence products are supported by credible and verifiable evidence.
- Analyzes large volumes of data using Microsoft Excel and other analytical tools to identify trends, patterns, risks, and actionable insights.
- Ensures the accuracy, integrity, and quality of data used to support intelligence assessments, recommendations, and operational planning.
3. Quality Assurance, Leadership & Mentorship
- Serves as a lead analyst by assigning, coordinating, and evaluating the work of intelligence analysts to ensure quality, consistency, and timely completion of deliverables.
- Conducts comprehensive peer reviews of tactical and strategic intelligence products prior to dissemination to ensure adherence to departmental standards, analytical rigor, and reporting requirements.
- Provides training, mentoring, guidance, and subject matter expertise to support analyst development and strengthen departmental analytical capabilities.
- Promotes best practices, professional standards, and continuous improvement across intelligence operations.
4. Program Management & Operational Excellence
- Develops, maintains, and enhances Standard Operating Procedures (SOPs), analytical methodologies, intelligence standards, and operational processes.
- Supports strategic initiatives and program development efforts that strengthen the Intelligence Division's mission and operational effectiveness.
- Demonstrates effective planning, prioritization, organization, accountability, and time management to ensure the consistent delivery of high-quality intelligence products.
5. Stakeholder Engagement & Collaboration
- Serves as a key liaison between Tribal leadership, enterprise stakeholders, external partners, and public safety organizations to foster collaboration and information sharing.
- Builds and maintains professional relationships with internal departments, external agencies, vendors, and other stakeholders.
- Represents the department on law enforcement and private-sector committees, task forces, and working groups focused on counterterrorism, physical security, asset protection, workplace violence prevention, and crime trend analysis.
6. Performs other duties as assigned to support the efficient operation of the department.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- Bachelor’s Degree from an accredited institution in Crime and Intelligence or related field is required; an advanced certificate in Intelligence Analysis or related discipline may be considered.
- Minimum five (5) years’ recent experience in the military, public, or private sector security or intelligence related position is required.
- Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
- Must have excellent written and verbal communication.
- Knowledge of the security industry and developed relationships with a variety of security professionals is highly desired.
- Must also maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations.
- Must possess the ability to understand, apply, and ensure compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with tribal ordinances and all Tribal gaming related regulations.
- Experience in corporate risk intelligence is preferred.
- Verifiable experience in conducting security threat analysis, assessment, and mitigation is required. This can be based on public sector, law enforcement, or corporate security experience.
- Verifiable experience in drafting policies and procedures for an organization. is preferred.
- Knowledge of the security industry and developed relationships with a variety of security professionals is highly desired.
LICENSES, CERTIFICATIONS AND REGISTRATIONS
- At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
- Driving Responsibilities: Role requires regular commuting between locations. A valid driver's license and vehicle insurance with minimum liability limits is required. Role will not operate or drive Tribe-owned vehicles or patron vehicles.
PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

- Primary work environment is in a climate-controlled office setting.
- Work requires travel to attend meetings, trade shows, and conferences.
- Incumbents may be required to work evening, weekend and holiday shifts.
- Must be able to work in a fast-paced, high-demand environment.
- Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.
- Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
- Hearing sufficiently to hear conversational levels in person, via videoconference and over the telephone.
- Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.
- Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.
- Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.
- Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
- The employee may be exposed to fumes or airborne particles including secondhand smoke.
