[What the role is]
As Senior Assistant Director (Resource Management) of the Communicable Diseases Agency (CDA) set up by the Ministry of Health (MOH), you will support Deputy Director (Finance) in the management of the budget, reserves, grant and business partnering functions of the agency.
The CDA is a government agency established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA consolidates and builds on the public health functions under MOH, the National Centre for Infectious Diseases (NCID), and the Health Promotion Board (HPB).
You will work in a fast-paced and dynamic environment that requires managing multiple stakeholders and priorities concurrently to support CDA's operational needs.
[What you will be working on]
Your key responsibilities include the following:
- Oversee the management of CDA’s financial resources, including the relevant frameworks and processes, to ensure financial sustainability for the agency
- Oversee the development, implementation and review of CDA’s grants governance policies, procedures and frameworks, ensuring alignment with regulatory requirements and best practices among practitioners
- Oversee the finance business partnering function, which includes evaluation of funding proposals, review and analysis of budget submissions, monitoring of budget utilisations and review and processing of the disbursement of grants
- Oversee the set up and management of CDA’s treasury function, including setting up the agency’s investment policies and guidelines, conduct of research and analysis of investments
[What we are looking for]
- Tertiary qualification in Accountancy or Business and/or is a Chartered Accountant/Certified Public Accountant
- At least 12 years of relevant experience in the public sector, with at least 5 years of experience in supervising a team comprising officers of different seniority
- Familiar with prevailing Statutory Board Financial Reporting Standards, Finance Government Instruction Manuals as well as best practices in financial governance and control
- Ability to work independently and a good team player with excellent interpersonal, communication and stakeholder management, as well as strong analytical skills
- Committed, responsible, self-driven and thrive in a fast-paced environment
- Effective writing and presentation skills with a good command of English are preferred
- Good working knowledge of financial markets and products is preferred
Successful candidate will be offered a 2-year contract in the first instance.
